New project against money laundering in Ukraine
An agreement on a new joint project of the Council of Europe and the European Commission was signed and entered into effect on 1 May 2006. The MOLI-UA 2 project - with a budget of EURO 5.3 million and a duration of three years - will help Ukraine improve legislation in line with new international standards on money laundering and the financing of terrorism, support extensive training and strengthen the infrastructure of the anti-money laundering system in Ukraine.

8th meeting of the Bureau of the Consultative Committee of the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data (T-PD-BUR)
9-10 May 2006, Warsaw (Poland)
At its 8th meeting, the Bureau of the T-PD will examine data protection matters in the context of global telecommunication networks, discuss data protection issues in the field of co-operation on police and judicial matters, examine the new developments regarding the organisation of a European Data Protection day and have an exchange of views on a fundamental right to data protection.

Outcome of the 28th Plenary Meeting of
the Group of States against Corruption (GRECO 28)
9-12 May 2006, Strasbourg
GRECO adopted the Second Round Evaluation Reports on the Czech Republic and Portugal; the First Round Compliance Report on the United States of America; the Addendum to the First Round Compliance Report on Sweden; the Second Round Compliance Reports on Luxembourg, the Slovak Republic and Slovenia. GRECO elected a new member of its Bureau who will replace Mr Kazimir ÅBERG (Sweden): Mr Marin MRČELA (Croatia). GRECO instructed the Secretariat to prepare revised draft terms of reference for a Working Party on anti-corruption recommendations and best practices. (more …)

Plenary session of the Steering Committee
on Local and Regional Democracy (CDLR)

The CDLR Committee will meet in May for its first plenary session under the new chairmanship of José-Manuel Rodríguez Álvarez (Spain). Under his supervision, the Committee’s preparations for the next Ministerial Conference (Valencia, Spain, 2007) are already well underway, and will be discussed further at this meeting. Key issues to be addressed by the conference are citizen participation, strengthening intragovernmental cooperation and reinforcing public ethics. (more …)
Signature of Council of Europe treaties on the occasion
of the 116th session of the Committee of Ministers

On the occasion of the 116th session of the Committee of Ministers taking place on 18 and 19 May 2006 in Strasbourg. the new Council of Europe Convention on the avoidance of statelessness in relation with State succession (CETS No. 200) was opened for signature. The following treaties have been ratified or signed by the member states below:
Ukraine signed the Council of Europe Convention on the avoidance of statelessness in relation to State succession (CETS No. 200).
Slovenia signed the Council of Europe Convention on the Prevention of Terrorism (CETS No. 196).
Slovakia signed the Council of Europe Convention on the Prevention of Terrorism (CETS No. 196), and the Council of Europe Convention on Action against Trafficking in Human Beings (CETS No. 197).
San Marino signed the Council of Europe Convention on Action against Trafficking in Human Beings (CETS No. 197), and the Council of Europe Framework Convention on the Value of Cultural Heritage for Society (CETS No. 199).
Russia ratified the Council of Europe Convention on the Prevention of Terrorism (CETS No. 196).
Portugal ratified Protocol No. 14 to the Convention for the Protection of Human Rights and Fundamental Freedoms, amending the control system of the Convention (CETS No. 194).
Moldova ratified the Council of Europe Convention on Action against Trafficking in Human Beings (CETS No. 197).
Latvia signed the Council of Europe Convention on the Prevention of Terrorism (CETS No. 196), the Council of Europe Convention on Action against Trafficking in Human Beings (CETS No. 197), and the Council of Europe Convention on Laundering, Search, Seizure and Confiscation of the Proceeds from Crime and on the Financing of Terrorism (CETS No. 198).
The Czech Republic ratified Protocol No. 14 to the Convention for the Protection of Human Rights and Fundamental Freedoms, amending the control system of the Convention (CETS No. 194).
Bosnia and Herzegovina ratified the Convention on Cybercrime (ETS No. 185), the Additional Protocol to the Convention on Cybercrime, concerning the criminalisation of acts of a racist and xénophobic nature committed through computer systems (ETS No. 189), and Protocol No. 14 to the Convention for the Protection of Human Rights and Fundamental Freedoms, amending the control system of the Convention (CETS No. 194).
Azerbaijan ratified Protocol No. 14 to the Convention for the Protection of Human Rights and Fundamental Freedoms, amending the control system of the Convention (CETS No. 194).
Armenia signed Protocol No. 13 to the Convention for the Protection of Human Rights and Fundamental Freedoms, concerning the abolition of the death penalty in all circumstances (ETS No. 187).
Participation of the Venice Commission
at the self-determination referendum in Montenegro

In the framework of the agreement with the Parliamentary Assembly of the Council of Europe, representatives of the Venice Commission take part in the referendum observation mission as legal advisors to the Ad-hoc Committee on observation of the self-determination referendum in Montenegro, Serbia and Montenegro. At the briefings of observers an expert of the Venice Commission will inform the members of the Ad-hoc Committee on the legislation in Montenegro concerning the organisation of referendums.

First meeting of the Committee of Experts on the protection of children against sexual exploitation and abuse (PC-ES)

The Committee of experts will review the implementation of the existing international instruments on the protection of children against sexual exploitation with a view to evaluate the need for an international legally binding instrument, containing a follow-up mechanism, or a non-binding instrument, and/or amendments to the existing instruments. If such a need is established, the PC-ES will, subject to the approval of the European Committee on Crime Problems (CDPC), prepare such an instrument.

Minority languages: experts to visit Hungary

A delegation of the Committee of Experts of the European Charter for Regional or Minority Languages is to visit Hungary, as part of its monitoring activities on the country's implementation of the treaty. First meeting of the Group of Specialists on the Legal Status of Non-Governmental Organisations (CJ-S-ONG)

In line with its specific terms of reference approved by the Committee of Ministers on 1 December 2005, the CJ-S-ONG will undertake the elaboration of a draft recommendation on the legal status of NGOs in Europe. This activity follows on from the “Fundamental Principles on the Status of non-governmental organisations in Europe” and the Secretary General’s thematic report on “Freedom of association”.

Workshop on National Legislation on Mutual Assistance in Criminal Matters and Strategy for the Development of Educational Programs

The compatibility of the current legislation on mutual assistance in criminal matters with the relevant European legal instruments will be discussed by officials from the Ministry of Justice, Supreme Court, General Prosecutor's Office, USKOK, Interpol/ Ministry of Interior and Judicial Academy together with Council of Europe experts. The meeting will take place in Zagreb on 31 May. They will also exchange views on how to increase the efficiency of institutions dealing with mutual legal assistance in criminal matters and develop educational programs in this field. (more)
