47th meeting of the Committee of Experts on the European Convention for the protection of animals kept for farming purposes (T-AP)

During this meeting, the Standing Committee of the European Convention for the protection of animals kept for farming purposes (T-AP) will finalise and adopt the Recommendation concerning farmed fish. The Committee will also proceed with exchange of views on drafting of Appendix on stunning and killing methods and species-specific Appendices to the Recommendation concerning farmed fish. Also appearing on the agenda are consideration of the revision of the Recommendation concerning cattle and future elaboration of the draft Recommendation concerning domestic rabbits.

Regional or minority languages: experts to visit the United Kingdom

A delegation of the Committee of Experts of the European Charter for Regional or Minority Languages is to visit the United Kingdom, as part of its monitoring activities on the country's implementation of the treaty.

26th Plenary Meeting of thez Group of States against Corruption (GRECO)

GRECO will examine for adoption draft Evaluation Reports on Croatia, Greece and Ireland, prepared in the framework of the Second Evaluation Round, as well as the First Round Compliance Report on Moldova and Addenda to the First Round Compliance Reports concerning Cyprus, Iceland and Slovenia. Moreover, GRECO will establish the composition of the working parties to be entrusted with the preparation of the Third Evaluation Round; and approve the list of rapporteurs for the second round compliance procedure.
Finally, the group will adopt its Programme of Activities for 2006 and discuss the preparation of its Sixth General Activity Report for 2005.

Meeting of the Committee of Experts on Finance and Public Services at Local and Regional Level (LR-FL)

The Committee will be invited to finalise the draft report on performance management of local public services, which includes the findings of a recent survey on performance management carried out in member states. The Committee will also examine the draft recommendation on public services at local and regional level, which consolidates and updates previous work of the CDLR Committee in the field of local and regional public services.

for the Efficiency of Justice (CEPEJ)

A Medium-term Activity Programme will be examined, taking into account the Action Plan adopted in Warsaw in May by the 3rd Summit of Heads of State and Governement.The CEPEJ will prepare the new process for the evaluation of the European judicial systems; the report is expected in the course of 2006. It will also examine the on-going work of the Task Force on timeframes of proceedings aiming to implement its Framework Programme: “A new objective for judicial systems: the processing of each case within an optimum and foreseeable timeframe”.

International Conference on “Cybercrime: A Global Challenge, A Global Reponse”

This Conference is an initiative of the Council of Europe and the Spanish authorities (Ministry of Justice) in co-operation with the Organisation of American States (OAS). It follows the conclusions of the Ministers of Justice and Attorney Generals of the member States of the Organisation of American States, who, at their meeting in Washington in April 2004, invited their governments “to evaluate the advisability of implementing the principles of the Council of Europe Convention on cybercrime (2001), and consider the possibility of acceding to that Convention”.

UPIC Project
International Cooperation in Criminal Matters in Ukraine
The UPIC project aims at strengthening the capacities of Ukraine to cooperate in criminal matters on the basis of relevant European treaties, in particular by helping strengthen the legal framework for international cooperation, the institutional capacities as well as the direct cooperation with counterpart institutions from other European countries. This project, which is jointly funded by the Council of Europe and the European Commission, will last from 1 December 2005 to 30 November 2008.
