21st Plenary Meeting of the Group of States against Corruption (GRECO)

GRECO adopted Second Round Evaluation Reports on Belgium and France as well as First Round Compliance Reports on Albania, Croatia, Greece and “the former Yugoslav Republic of Macedonia”. Pending authorisation by the authorities concerned to make them public, these reports remain for the moment confidential.

4th meeting of the European Commission for the Efficiency of Justice (CEPEJ)
1-3 December 2004, Strasbourg
The CEPEJ is due to adopt its frist Report on European judicial systems, established on the basis of the Pilot-Scheme for evaluating judicial systems.. From this experimental exercise, the CEPEJ should draw conclusions to launch an on-going process for evaluation the judicial systems of all the Council of Europe Member States. It will also initiate the implementation of the Framework Programme: "A new objective for judicial systems: the processing of each case within an optimum and foreseeable timeframe" adopted in June 2004, by designing concrete measures on the basis of the Lines of Action proposed by the Programme.

Meeting of the Committee of Experts on Finance and Public Services at Local and Regional Level

The Committee will mainly examine a draft report on local accounting practices and a preliminary draft recommendation of the Committee of Ministers to member states on local and regional public services.

Anti-money laundering typologies meeting

MONEYVAL will hold a typologies meeting, jointly with the FATF, with a focus on: current money laundering trends, money laundering vulnerabilities in the insurance sector, the laundering of proceeds from human beings trafficking and illegal migration, terrorist financing in connection with drug trafficking, problems connected with money remittance services etc.
2nd meeting of the Working Party of the Project Group on Administrative Law (CJ-DA-GT)
8-10 December 2004, Strasbourg
The meeting was dedicated to the preparation of a draft report on the feasibility and desirability of preparing a recommendation concerning good administration and/or a consolidated model code of good administration, as set out in Parliamentary Assembly Recommendation 1615 (2003) on the institution of ombudsman.
2nd meeting of the Committee of Experts on the Protection of Witnesses and Collaborators of Justice (PC-PW)
8-10 December 2004, Strasbourg
The PC-PW will pursue its examination of a preliminary draft recommendation on the protection of witnesses and collaborators of justice, including in relation to acts of terrorism, with a view to the possible finalisation of the text. The Committee will also consider a preliminary draft interim report to the European Committee on Crime problems (CDPC) on the possible issues that should be addressed by means of international binding legal instruments.

Meeting of the Committee of experts revising the Council of Europe Convention on laundering, search, seizure and confiscation of the proceeds from crime (PC-RM)

This Committee will continue the negotiation of a draft treaty against money laundering and the financing of terrorism, which is expected to be finalised in mid-2005.
6th meeting of the Committee of Experts on Terrorism (CODEXTER)
13-15 december 2004, Strasbourg
The CODEXTER will pursue its consideration of a draft for an international legal instrument for the prevention of terrorism dealing with existing lacunae in international law or action on the fight against terrorism, with particular regard to the following topics: public provocation to commit an act of terrorism, recruitment and training of terrorists, liability of legal persons, protection of victims.

First meeting of the Bureau of the Lisbon Network
16-17 December 2004, Palais de l'Europe, Strasbourg
The Bureau (Austria, Finland, France, Romania, Turkey) of the European Network for the Exchange of Information between Persons and Entities responsible for the Training of Judges and Public Prosecutors (Lisbon Network) will in particular examine actions to be taken in the framework of a 2005 - 2006 Programme of Activities of the Network and will hold an exchange of views on the themes of the Conference of Directors of the European Schools of Magistrates, the first meeting of which will take place in 2005.
