23rd meeting of the Steering Committee on Bioethics (CDBI)
3-6 December 2002, Strasbourg
Two main items for decision are on the Agenda of the meeting:
- Draft Protocol on Biomedical Research with a view of its adoption and submission to the Committee of Ministers
- and Draft report on the issues raised by Parliamentary Assembly Recommendation 1418 (1999) on Protection of the human rights and dignity of terminally ill and the dying.
Among a number of other issues participants will discuss the possible decision by the Committee to declassify the first part of the draft protocol on genetics.

1st meeting of the Committee of Experts on remand in custody and its implications for the management of penal institutions (PC-DP), 9-11 December 2002, Strasbourg
This new Committee will examine the need to update Recommendation no. R (80) 11 concerning custody pending trial, ways to improve the conditions of detention of remand prisoners and ways to prevent the undue restriction of their rights and their ill-treatment. (more ...)

10th Plenary Meeting of the Committee Moneyval/PC-R-EV

9-13 December 2002, Strasbourg
The Committee Moneyval (PC-R-EV) adopted mutual evaluation reports on Andorra and Hungary and examined progress reports on the Russian Federation, San Marino, Albania, Georgia and Moldova. It also conducted a round table discussion on anti-money laundering measures taken by the other members of the Committee and heared the intervention of Mr Jochen Sanio (Germany), the current President of the Financial Action Task Force (FATF).

International Conference on “Development of Democratic Citizenship and Responsive Leadership at Local Level”

The Directorate of Co-operation for Local and Regional Democracy is organising a Conference on “Development of Democratic Citizenship and Responsive Leadership at Local Level” whose aim is to bring together the central and local government representatives, NGO activists and international partners from all over Europe to identify best practice in citizen participation and public ethics and promote the launching of new pilot initiatives in this field across the continent.” (more ...)

Conference “Challenges and problems facing the newly-established data protection supervisory authorities”

12-13 December 2002, Madrid (Spain)

The Conference is organised within the framework of the Co-operation Programme to strengthen the Rule of Law and in co-operation with the Data Protection Agency of Spain. The Conference will bring together representatives of recently established data protection supervisory authorities mainly from the countries of central and eastern Europe and provide them with an opportunity to exchange information and views on their experiences. Venice Commission : 53rd Plenary session
13-14 December 2002, Venice

The Commission will, following a request from the Parliamentary Assembly, examine the constitutional situation in Liechtenstein where two initiatives for amending the Constitution have been launched, one by the Princely House and the other by a citizens’ initiative. Following a request from the President of the Kyrgyz Republic, the Commission will also examine the constitutional amendments proposed for Kyrgyzstan. Other issues include future co-operation with Ukraine and Serbia and Montenegro on revising their constitutions and the draft law on national minorities of Croatia. The Commission also examines the law on elections of Moldova and the draft revised Election Code of Azerbaijan.

12th GRECO plenary meeting : election of the new President, Vice-President and Bureau
13 December 2002, Strasbourg
Today, GRECO elected its new President, Mr.Dragos KOS (Slovenia), its Vice-President, Mrs Isabelle VAN HEERS (Belgium) and five other members of the Bureau : Jacek GARTSKA (Poland), Lucinda McMAHON (Ireland), Paul STEPHENSON (United Kingdom), Georgi RUPCHEV (Bulgaria) and Kazimir ABERG (Sweden). This Bureau will remain in office for the duration of the second evaluation round (2003-2005).

Regional Seminar for the South-caucasian States on Council of Europe Conventions in the Criminal Field
16-20 December 2002, Strasbourg
The Council of Europe is organising a seminar for 30 participants from Armenia, Azerbaijan and Georgia on conventions to which they have recently adhered or could consider adhering. Experts from Germany, Italy, Malta and Switzerland will present and discuss with participants the main European conventions on cooperation in the criminal field on extradition, mutual legal assistance and the transfer of sentenced persons as well as the conventions on money-laundering and corruption.
