Seminar on “Topical Issues of Constitutional Review: Experience and Development of the First Decade”

This activity is organised by the Venice Commission in co-operation with the Supreme Court of Estonia. This is a regional conference, which will be attended by representatives of Constitutional courts and similar jurisdictions from Latvia, Lithuania, Russia and Ukraine. (Otepää, Tartu region)
Programme OCTOPUS - Seminar on Cybercrime
4-6 November 2002, Budapest (Hungary)
Participants will have a better understanding of the issue of cybercrime and the measures to be taken in terms of legislation and institution building in accordance with the Convention on Cybercrime. They will have elaborated proposals as to how to implement such measures in their respective country. Participants will have shared their experience with other countries, which will facilitate networking and more efficient cooperation between their countries.
13th Conference of Directors of Prison Administration : “Towards a new prison culture: implications for management and training”
6-8 November 2002, Strasbourg
The conference was attended by the heads of the prison services of the member States of the Council of Europe, other high penitentiary-system officials and representatives of intergovernmental organisations and NGOs with an international profile. The discussions were organised around five reports on the process of change at the strategic and individual-prison level in a series of European countries and Canada.

European Charter for Regional or Minority Languages : The Committee of independent experts visits Norway
6-7 November 2002, Oslo
A delegation of the Committee of Experts of the Charter will visit Norway. The visit is a part of its regular monitoring procedure. The visit aims at gathering further information on the application of the Charter in Norway. The delegation will meet national authorities and representatives of the, Sami, Kven/Finnish and Romani/Romanes languages. This is the Committee's second visit to Norway as the authorities presented their second periodical report in March 2002. (more ...)
5th meeting of the Group of Specialists on Criminal Law and Criminological Aspects of Organised Crime (PC-S-CO), 7-8 November 2002, Strasbourg
The preparation of the annual organised crime situation report 2001 is on the agenda of the meeting. The participants will also discuss the on-going best practice surveys.

Council of Europe experts visit Armenia to discuss the draft Criminal Code
12-15 November 2002
Mariavaleria del Tufo (Italy) and Peter Hodgkinson (United Kingdom) will travel to Armenia to advise the Armenian authorities on the draft Criminal Code's conformity with European criminal law and human rights standards. One of the items on the agenda will be the abolition of the death penalty. In the course of their stay, the experts will also visit a prison and hold an open lecture and discussion at the University of Yerevan. 2nd Conference of the Secretaries General of constitutional courts and courts of equivalent jurisdiction
14-15 November 2002, Madrid (Spain)
First part of the event will be on the role of the secretaries general with regard to courts: how to manage case-load, electronic registration of cases, administrative matters. Best Practice Survey no. 9 - Preventive Legal Measures Against Organised Crime
