Human Rights National Implementation Division

  • Human Rights Materials Database

Human rights handbooks: Written by experts in the relevant field, each Council of Europe handbook deals with one aspect of the ECHR or its protocols. The handbooks are intended as a very practical tool to how particular Articles of the Convention have been applied and interpreted by the ECtHR. For the moment, 10 issues are available. All handbooks can be downloaded free of charge in PDF format, also in a number of non-official Council of Europe languages.

Case law of the European Court of Human Rights available in Central and Eastern European languages: Ensuring that the case law is available in non-official languages is a priority for the Division. We offer legal bulletins, including either extracts, summaries or, in certain cases, the full texts of the judgments of the Court; publications containing extracts of cases and commentaries or summaries of judgments; and compilations containing practically full texts of judgments with summarized facts of the case.

Glossaries: A glossary of the Convention's terminology has been produced, translated and published in Albanian, Armenian, Azerbaijani, Bosnian, Georgian, Romanian, Russian, Serbian and Turkish. The objective is to provide reliable translations of terms which can be found in the text of the Convention itself or in the case law of the ECtHR.

  • HUDOC, Free online access to case-law

The ECtHR HUDOC Portal is a powerful, user-friendly information system which provides free online access to the case-law of the ECHR, the European Commission of Human Rights and the Committee of Ministers. The judgments, decisions, resolutions and reports of these bodies are held in a database and can be consulted via a sophisticated search screen. The Portal is updated regularly and may be searched at any time.

  • Library of the European Court of Human Rights

The Library of the ECtHR is specialised in human rights law, particularly the ECHR and the case law of the ECtHR, but also includes publications on comparative law and public international law. Items in the collection are mainly in the two official languages - English and French - but other languages such as German, Italian etc. are also represented.
