1. Opening of the meeting
The Secretariat will open the meeting and will invite the participants to be introduced in a short tour-de table.
2. Adoption of the agenda
The members of the MSI-DUI are invited to adopt the agenda of the meeting.
The members of the MSI-DUI are invited to elect the Chair and Vice-Chair of the Committee of Experts.

4. Committee of Ministers decisions and other information by the Secretariat
The Secretariat will inform the members of the MSI-DUI and participants about decisions of the Committee of Ministers and other Council of Europe activities relevant to the mandate of the Expert Committee.

5. Discussion and examination of issues related to the preparation of a compendium of existing human rights for Internet users
The MSI-DUI members will be invited to reflect on the implementation of its Terms of Reference, notably on the possible content of a compendium of existing human rights for Internet users aimed at helping users understand and exercise their rights when, considering their rights and freedoms have been adversely affected, they communicate with and seek effective recourse from key Internet actors and government agencies.
The members of the MSI-DUI will be also invited to reflect on the working methods as provided for in its Terms of Reference, in particular multi-stakeholder dialogue, permitting to interact with different stakeholder groups, at different stages of the tasks assigned to the MSI-DUI.
