Your Excellency,

I would like to congratulate you personally and on behalf of the Bureau of the Council of Europe Steering Committee on Media and New Communications Services (CDMC) on your appointment to chair the high-level group examining media freedom and pluralism in the European Union.
The CDMC is a standard-setting body entrusted to work out, in a pan-European perspective, concerted policy measures and appropriate instruments, particularly addressing issues raised notably by the functioning of means of public communication in the information society and their impact on human rights and democratic values. Over the years, the CDMC and its predecessor, the Steering Committee on Mass Media (CDMM), has developed a wealth of knowledge in this field and has been responsible for the drafting of many recommendations adopted by the Council of Ministers. The EC press release informs that your group will be analysing issues that the CDMC is very closely associated with and in this context, I would like to offer our expertise and cooperation. By working together, we may avoid unnecessary overlaps and duplication. On behalf of the Bureau of the CDMC, I would also like to invite you for an exchange of views on a mutually convenient date and time during our plenary meeting which will be held in Strasbourg from 29 November – 2 December 2011. This would provide an excellent opportunity for you to become acquainted with the work we have already done and are currently pursuing.
