The Directorate of Standard-Setting is responsible for the preparation of a wide range of binding and non-binding legal instruments such as conventions and recommendations. It organises Ministerial Conferences, seminars and assures the secretariat of 5 Steering Committees, their subordinate bodies, as well as of several conventional committees. Moreover, it co-operates with the European Union, the Organization for Security and Co-operation in Europe (OSCE) and the United Nations.

3rd meeting of the Ad Hoc Committee on Preventing and Combating Violence against Women and Domestic Violence (CAHVIO)
[18/11/2009] The 3rd meeting of the Ad Hoc Committee on Preventing and Combating Violence against Women and Domestic Violence (CAHVIO) will be held in Strasbourg from 1 to 3 December. On the agenda will be the examination of the document "Draft convention on the preventing and combating violence against women and domestic violence".

The Council of Europe and the European Commission are organising jointly a conference on: “Challenges in Adoption Procedures in Europe: ensuring the best interests of the child”
[18/11/2009] This event will be held at the Council of Europe Headquarters, in Strasbourg (Palais de l’Europe - Room 1), from Monday 30 November  (09h30) to Tuesday 1 December 2009 (16h15). The first day of the Conference will be devoted to national adoption and the second day to international adoption.

2009 Internet Governance Forum

[18/11/2009] International non-governmental organisations active in the promoting and protecting the rights of the child are invited to participate in a hearing with the Group of Specialists on Child-Friendly Justice (CJ-S-CH) in Strasbourg on 7 December 2009. This hearing is part of the consultation process to enable interested parties to contribute to the drafting process of the Council of Europe Guidelines on Child-friendly Justice.

Thorbjørn Jagland speaks at Google event in Berlin

The Internet is a space of enormous opportunity and freedom, but also challenging the very exercise of this freedom,'' said the Secretary General in his speech at'the Google event ''Breaking borders'', on 3 November. He asked for cooperation among states and non-states actors to ensure that going online would become a true tribute to democracy. The event was organised to mark the 20th Anniversary of the Fall of the Berlin Wall.

How to be safe and protect your rights online
To mark Safer Internet Day 2008 the Media and Information Society Division of the Council of Europe launched a new website on Internet literacy. The website contains information materials and tools produced by the Council of Europe to promote safer surfing and human rights protection online. Teachers and parents can learn more about Internet safety and human rights by reading the Internet Literacy Handbook, now available online in 7 languages
