Drafting Group E on the Reform of the Court (GT-GDR-E)

Terms of reference
The GT-GDR-E is required to prepare:
a draft report containing conclusions and possible proposals for action on whether or not to proceed to amend the Convention to enable the appointment of additional judges to the Court (see paragraph 20.e) of the Brighton Declaration);
a draft report containing conclusions and possible proposals for action following a review of the functioning of the Advisory Panel of Experts on Candidates for Election as Judge to the European Court of Human Rights (see paragraph 25.b) of the Brighton Declaration);
a draft report containing conclusions and possible proposals for action on whether more effective measures are needed in respect of States that fail to implement judgments in a timely manner (see paragraph 29.d) of the Brighton Declaration).
 
After its examination by the Committee of experts on the reform of the Court (DH-GDR), the work of GT-GDR-E will then be examined and adopted by the Steering Committee for Human Rights (CDDH) for transmission to the Committee of Ministers.

The GT-GDR-E held its 1st meeting on 22-24 May 2013 and its 2nd meeting on 17-19 September 2013.
