      Once the Chairperson has opened the meeting, the Group is invited to adopt the agenda and order of business. It is then invited to proceed to the election of its Vice-chairperson, in accordance with Committee of Ministers’ Resolution CM/Res(2011)24.

The Group’s terms of reference, deriving from the Brighton Declaration, subsequent decisions of the Committee of Ministers and the terms of reference of the DH-GDR, are set out in document GT-GDR-F(2014)001, which also contains the Chairperson’s proposals for expected results, working methods and a schedule for work leading up to submission to the DH-GDR in the early part of 2015 of a draft CDDH report on longer-term reform of the system of the European Convention on Human Rights and of the European Court of Human Rights. It may be recalled that the Chairperson’s proposals are intended to “facilitate prompt agreement on essential procedural questions, so that scarce and precious meeting time can subsequently be devoted to substantive matters”.

    The Group is invited to exchange views on its terms of reference and the guidance given to it by the CDDH. It is then invited to take decisions on the form to be taken by the results it will produce, the working methods it will employ to produce them and the schedule according to which they will be produced.

The results of the ‘open call for contributions’ are available in their entirety in spreadsheet form in document GT-GDR-F(2014)002. In addition, the Secretariat has prepared a thematic overview of the main tendencies to be found across the contributions as a whole, with indications of some of the most common and/ or innovative views and proposals. It may be recalled that the Group has the possibility of inviting individual contributors to future meetings, with a view to exchanging views with them on their ideas and proposals.

      The Group is invited preliminarily to examine the contributions received as a result of the open call, with a view to:
      - Identifying specific themes and proposals for further, more detailed examination;
      - Selecting individual contributors to be invited to participate in future meetings.

    Subject to decisions under Item 2 above, the Group is invited to examine the following issues:

      - The essential aims of the existing Convention system;
      - The main features of the current system.
      It is then invited to appoint a Rapporteur to prepare, on the basis of the results of the foregoing discussions, draft text for inclusion in the relevant sections of the CDDH Final Report.

Item 5: Organisation of future work

    The Group is invited to take any further decisions necessary to the organisation of its future work, with a view to its second and subsequent meetings.
