ITEM 1: OPENING OF THE MEETING, ADOPTION OF THE AGENDA AND THE ORDER OF BUSINESS

2. The Bureau is invited to adopt the draft agenda and order of business (both are reflected in this document; the draft order of business is at item 14) with a view to sending them to the participants to the 79th CDDH meeting. Each item of the agenda is recalled hereafter. This document should be read in the light of information contained in the reference document CDDH(2013)021.

3. Further to the procedure adopted by the CDDH to consider any request for participation on an ad hoc basis1, the Bureau is invited to decide whether it will allow the participation of NGOs’ Representatives in the following items on the agenda of the 79th CDDH meeting; [ETUC and KEK.]

ITEM 3: REFORM OF THE COURT (DH-GDR)

7. The Bureau is invited to prepare the exchange of views of the CDDH on the reform of the Court in the light, in particular, of the report of the 5th meeting of the Committee of Experts on the Reform of the Court (DH-GDR, 29-31 October 2013, document DH-GDR(2013)R5).

8. The Bureau is invited to prepare the exchange of views with the CDDH with a view to a possible adoption of the following texts, prepared by the DH-GDR at its 5th meeting (29-31 October 2013):

The Bureau is invited to take note that the Secretariat will provide information at the CDDH meeting on the follow-up of text initially prepared within the GT-GDR-D, namely the Guide of good practice in respect of domestic remedies and the toolkit, both documents having been adopted par the Ministers’ Deputies at their 1178th meeting (17-18 September2013).

10. The Bureau is invited to prepare the exchange of views of the CDDH regarding the preparation by the DH-GDR of the work foreseen for the 2014-2015 biennium on the issue of a longer-term future of the Convention system and the Court, in particular the following:

The Bureau is also invited to prepare the exchange of views of the CDDH regarding the preparation by the DH-GDR of the work foreseen for the 2014-2015 biennium on the issues of the possible “upgrading” of certain provisions of the Rules of Court and of the amendment procedure of the Rules of Court, which will initially be considered within the drafting Group “G” on the reform of the Court (GT-GDR-G).

ITEM 4: DEVELOPMENT AND PROMOTION OF HUMAN RIGHTS

12. The Bureau is invited to prepare the exchange of views of the CDDH on the work regarding development and promotion of human rights mentioned hereafter:

The Bureau is invited to prepare the exchange of views of the CDDH with a view to the possible adoption of the draft Recommendation (CDDH-AGE(2013)02 Final) and draft explanatory memorandum thereto (CDDH-AGE(2013)13 Final), prepared by its drafting Group on Human Rights of Older Persons (CDDH-AGE) at its 4th meeting (23-25 September2013).

14. The Bureau is invited to prepare the exchange of views of the CDDH regarding the examination and possible adoption by the CDDH, in November, of the draft Declaration finalised by its drafting Group on corporate social responsibility in the field of human rights (CDDH-CORP) at its first meeting (14-16 October 2013; see document CDDH-CORP(2013)R1, Appendix […]). It is also invited to prepare the discussions of the CDDH, in November, on possible orientation to be given to the CDDH-CORP for its future work.

15. The Bureau is invited to prepare the exchange of views of the CDDH on the work to be undertaken on this issue during the 2014-2015 biennium. The attention of the latter is drawn to the fact that the Minister’s Deputies, at their meeting on 18 September 2013, decided to consider in November the follow-up they expect to give to the CDDH study on the feasibility and added value of standard-setting or other work in the field of human rights in culturally diverse societies (document CM(2013)93 add2). This examination will take place in the context of the adoption of the CDDH terms of reference for the 2014-2015 biennium. The Secretariat will present a draft calendar of work to the Bureau, it being understood that this is subject to the adoption, by the Deputies, of the relevant parts of the CDDH terms of reference.

16. The Bureau is invited to prepare the exchange of views of the CDDH on the future work to be undertaken on development and promotion of human rights during the 2014-2015 biennium. The Secretariat will present a draft calendar of meetings to the Bureau. Attention is drawn to the fact that the Minister’s Deputies, at their meeting on 18 September 2013 meeting, took note of the study by the CDDH on possible future priority areas for the development and promotion of human rights within the Council of Europe (document CM(2013)93 add3) and instructed the CDDH to study, by 31 December 2014, the feasibility of new activities, as well as of the revision of existing instruments, on the impact of the economic crisis on human rights in Europe, and to formulate on this basis specific proposals.

17. The Bureau is invited to prepare the exchange of views of the CDDH on the work undertaken by the Committee on Bioethics (DH-BIO) (document).

ITEM 6: GENDER EQUALITY (GEC)

18. The Bureau is invited to (i) prepare the exchange of views of the CDDH with the Chairperson of the Gender Equality Committee (GEC) Ms Carlien SCHEELE (The Netherlands) taking into account, in particular, that GEC will probably no longer be subordinated to the CDDH as from 1st January 2014; (ii) exchange views on the work undertaken by GEC(document); (iii) exchange views on the draft 2014-2017 Strategy and (iv) prepare the partial renewal of GEC by the CDDH in November. It is recalled that such renewal will be organised in accordance with the procedure decided by the CDDH in 2011 (see Appendix to the reference document CDDH(2013)021).

ITEM 7: EXPERTS REPRESENTING THE CDDH IN OTHER BODIES

19. The Bureau is invited to exchange views on this issue. The CDDH is called to proceed to the election of an expert to the Steering Committee on Media and Information Society (CDMSI).

20. The Bureau is invited to exchange views on the elections foreseen at the CDDH meeting in November (see Appendix […] to the reference document CDDH(2013)021).
ITEM 9: EXCHANGE OF VIEWS WITH PERSONALITIES

21. The Bureau is invited to prepare the exchange of view of the CDDH with the President of the European Commission for Democracy through Law (Venice Commission), Mr Gianni BUQUICCHIO, foreseen on Thursday 28 November 2013 from 11:45 a.m.to 1 p.m.

22. The Bureau is also invited to think about further possible options for personalities that might be invited to future meetings.

ITEM 10: PREPARATION OF THE 2014/2015 BIENNIUM

23. The Bureau is invited to prepare the exchange of views of the CDDH regarding the organisation of the 2014-2015 biennium. The Secretariat will present the situation to the Bureau. Attention of is drawn to the fact that the Minister’s Deputies will adopt the terms of reference of the CDDH and its subordinate bodies for the biennium on 22 November 2013. See also item 11 hereafter.

ITEM 11: CALENDAR OF MEETINGS

24. In light notably of the discussions on item 10 above, the Bureau is invited to exchange views on the calendar of meetings (the latest version, as adopted by the CDDH in June 2013, appears in Appendix […] to the reference document CDDH(2013)021).

ITEM 12: REVIEW OF COUNCIL OF EUROPE CONVENTIONS

25. As decided in June 2013, the CDDH will discuss in November about of the organization of this work during the biennium. The Bureau is invited to prepare this exchange of views.

ITEM 13 : OTHER BUSINESS

26. The Secretary of the “Lanzarote Committee” responsible for the implementation of the Council of Europe Convention on Protection of Children against Sexual Exploitation and Sexual Abuse (“the Lanzarote Convention”), Ms Gioia SCAPPUCCI, would be ready to address the CDDH at its November meeting for a short presentation of the current work and priorities of this Committee. The Bureau is invited to consider this proposal.

1 During its 76th meeting (27-30 November 2012, CDDH(2012)R76, §49), the CDDH decided that, (i) the request should be sent by the Secretariat to all experts of the CDDH for information; (ii) the decision will then be taken by the Bureau.
