European Committee on Legal Co-operation (CDCJ)


In accordance with its terms of reference 2014-2015, the European Committee on Legal Co-operation (CDCJ) carried out in 2014 a feasibility study on a Council of Europe legal instrument concerning the legal regulation of lobbying activities.

On the basis of the conclusions of this study, which was examined by the Committee at its plenary meeting in October 2014, it was agreed to continue work on preparing a draft recommendation of the Committee of Ministers of the Council of Europe in this area.

It is expected that the draft recommendation will be submitted for approval to the CDCJ plenary meeting in November 2016.

Before completing its work, the CDCJ agreed to organise a wide consultation on the draft recommendation in 2016 which will allow the civil society and other key stakeholders (in both public and private sectors) to be involved in the elaborating process.  Such a consultation will also ensure the legitimacy of the future legal instrument.
