GRETA’s first evaluation visit to the Netherlands
11 June 2013 - A delegation of the Council of Europe's Group of Experts on Action against Trafficking in Human Beings (GRETA) carried out an evaluation visit to the Netherlands from 3 to 7 June 2013. The visit was organised in the context of the first round of evaluation of the implementation of the Council of Europe Convention on Action against Trafficking in Human Beings.
During the visit, the GRETA delegation met Mr Ivo Opstelten, Minister of Security and Justice. They held discussions with Mr Herman Bolhaar, Chairman of the Task Force on Human Trafficking and Chairman of the Board of Prosecutors-General, and two other members of the Task Force. The GRETA delegation held meetings with representatives of the competent ministries and agencies, including the Labour Inspectorate and the Immigration and Naturalisation Agency. They also met representatives of the city of Amsterdam dealing with the fight against human trafficking. Furthermore, they held discussions with a judge specialised on human trafficking and a member of the Dutch Institute for Human Rights. They also met Ms Corinne Dettmeijer-Vermeulen, National Rapporteur on Trafficking in Human Beings and Sexual Violence against Children.
In addition, the GRETA delegation met representatives of non-governmental organisations active in combating trafficking in human beings as well as other representatives of civil society. They also had meetings with the heads of office of the International Organisation for Migration and the United Nations High Commissioner for Refugees in the Netherlands.
In the course of the visit, the GRETA delegation visited a specialised shelter for foreign women victims of human trafficking, a shelter for men victims of different types of violence, including human trafficking, and a crisis centre for girls, which accommodates victims of trafficking.
The visit was carried out by Ms Gulnara Shahinian and Mr Frédéric Kurz, members of GRETA, who were accompanied by Mr Gerald Dunn of the Anti-Trafficking Secretariat.
On the basis of the information gathered during the visit and the reply from the Dutch authorities to GRETA’s questionnaire, GRETA will prepare a draft report containing an analysis of the implementation of the Convention by the Netherlands and suggestions for further action. This draft report will be transmitted to the Dutch authorities for comments, which will be taken into account by GRETA when establishing its final report. GRETA’s final report will be made public, together with possible final comments by the Dutch authorities.
