Action against Trafficking in Human Beings

Information for contact persons appointed to liaise with GRETA


Following the Rules of procedure for evaluating implementation of the Council of Europe Convention on Action against Trafficking in Human Beings by the parties the contact person is responsible for :

 

    distributing the Questionnaire for the evaluation of the implementation of the Council of Europe Convention on Action against Trafficking in Human Beings by the parties to the different national bodies concerned, co-ordinating their replies and submitting to GRETA a consolidated version of the official reply to the questionnaire;

    co-operating with GRETA in the organisation of country visits;

    liaising with GRETA on all issues relating to the evaluation of the implementation of the Convention.


Distributing, co-ordinating and submitting the official reply to the Questionnaire

The contact person is responsible for distributing the questionnaire to the different national bodies concerned, co-ordinating their replies and submitting to GRETA a consolidated version of the official reply to the questionnaire

Given the multidisciplinary nature of the Convention it is clear that more than one national body will be involved in replying to the questionnaire. The contact person should therefore distribute the questionnaire to the relevant bodies and request feedback from as many actors as possible (ministries, social services, judicial authorities etc).

Article 35 of the Convention deals with co-operation with civil society and specifically encourages state authorities and public officials to co-operate with non-governmental organisations, other relevant organisations and members of civil society, in view of establishing strategic partnerships with the aim of achieving the purpose of the Convention.
The contact person should therefore also seek feedback from non-governmental organisations, other relevant organisations and members of civil society when preparing the reply to the questionnaire.

Co-operating with GRETA in the organisation of country visits

In accordance with Article 38, paragraph 4, of the Convention, the contact person also co-operates with GRETA in the organisation of country visits. The Anti-Trafficking Secretariat will get in touch with the contact person in order to arrange a suitable date for a delegation of GRETA to carry out a country visit. The contact person will also be expected to assist the GRETA delegation with the organisation of meetings with governmental bodies.
