Committee of Ministers

The Committee of Ministers of the Council of Europe has the final responsibility in the monitoring of the Framework Convention (see Article 26 of the FCNM). It adopts country-specific Resolutions, which are largely based on the Advisory Committee’s Opinions.

The complementarity between these two bodies is therefore essential for the monitoring exercise.

The Committee of Ministers also determines a number of procedural rules relating to the monitoring of the Framework Convention. Among these are Resolution 1997 (10) and Resolution CM/Res(2009)3 which have paved the way for the functioning of the monitoring until now (see below).

All decisions of the Committee of Ministers related to the FCNM are prepared by a sub-committee of the Committee of Ministers called
the Rapporteur Group on Human Rights (GR-H).
