European Commission against Racism and Intolerance (ECRI)

The Ministers’ Deputies of the Council of Europe:

1. recalled that according to Article 2, paragraph 3 of Resolution Res(2002)8 on the statute of the European Commission against Racism and Intolerance (ECRI), the members of ECRI shall serve in their individual capacity, shall be independent and impartial in fulfilling their mandate and shall not receive any instructions from their government;

2. agreed that the above-mentioned provision implies, inter alia, that members of ECRI will not take instructions from any organisation or person, including in their respective countries, on how to perform their duties as members of ECRI;

3. agreed that in addition to the criteria for ECRI membership laid down in Article 2 of Resolution Res(2002)8 on the statute of the European Commission against Racism and Intolerance, candidates for ECRI membership should have proven fluency in at least one of the working languages of the Council of Europe and be available for travelling and able to work under stress and to a tight time schedule;

4. encouraged member States to select their members of ECRI through a transparent procedure and noted that they could also use the ECRI website for this purpose;

5. invited member States to take into due account the need for gender balance within ECRI when appointing their ECRI members;

6. invited ECRI’s secretariat, in collaboration with its Bureau, to draft a standard CV template for candidates for ECRI membership and to report back;

7. noted that each ECRI candidate may submit a letter setting out his/her motivation for transmission to the Committee of Ministers together with the standard CV at the time of the notification of his/her appointment;

8. adopted Resolution CM/Res(2013)12 amending Resolution Res(2002)8 on the statute of the European Commission against Racism and Intolerance.
