Strengthening the Coordination of Anti-Corruption Policies and Practices in Turkey (TYSAP) is a joint EU/CoE project, co-financed by the European Union and the Republic of Turkey, and implemented by the Council of Europe. By contributing to a more efficient and effective structure in the fight against corruption in Turkey, TYSAP will provide relevant assistance to the country in terms of implementing GRECO recommendations and making progress towards compliance with European standards and best practices. The project is expected to enhance the expertise of the inspectors, auditors and controllers of different institutions about modern investigation and reporting techniques, cooperation and information sharing, data collection and analysis, developing sector specific anti-corruption policies. Moreover, it will enhance the expertise of Prime Ministry Inspection Board Inspectors in coordinating the corruption investigations and in monitoring the implementation of the 2010-2014 National Anti-Corruption Strategy. Activities will include analyzing legislative framework, producing policy and compliance reports, investigation guides, elaborating reporting standards, mapping corruption prone areas, training of trainers and inspectors. The main Beneficiary of the project is the Turkish Prime Ministry Inspection Board (PMIB). There are also nine additional co-beneficiaries mainly consisting of the inspection services of selected line Ministries

Third Steering Committee Meeting

The 3rd Steering Committee Meeting of the joint EU/CoE project Strengthening the Coordination of anti-Corruption Policies and Practices in Turkey (TYSAP) was convened on 4 June 2014 in Ankara. The meeting was attended by high-level representatives of the main beneficiary and co-beneficiary institutions, Delegation of the European Union, Central Finance and Contracts Unit and Civil Society organizations. The Steering Committee Meeting provided an opportunity to review progress made to date and update all stakeholders on the project fiche revision process for the purpose of introducing new component for development of software for collection, sharing and analyzing corruption data. Activity plan for the implementation of remaining actions, including collection of corruption data and trainings was agreed. Participants also discussed items related to the dissemination of project’s deliverables and sustainability of TYSAP project.
Workshop to Review Compliance of
the Domestic Regulation with

A workshop on “Issues of Compliance of Turkish regulations with Council of Europe Criminal Law and Civil Law Conventions on Corruption, OECD Convention on Combating Bribery of Foreign Officials and UN-Convention against Corruption was held on 29 April 2014, in Ankara”. A Draft “Gap Analysis Report” including overview of the relevant Turkish legislation, prepared by a national expert, was presented to and assessed by working group members consisting of national and international experts, and representatives of beneficiary institutions. As a follow-up, a team of international and national experts will prepare a “Compliance Report” with specific recommendations for measures to fulfil requirements of international Conventions in the area of ant-corruption.

Within the framework of the EU/CoE joint project “Strengthening the Coordination of Anti-Corruption Policies and Practices in Turkey” (TYSAP) a workshop was held on 30 January 2014, in Ankara, Turkey.
A group consisting of inspectors, investigation judges, treasury controllers, police chiefs, bank examiners and capital market experts, national and international experts and academics participated in the workshop. The purpose of the activity was to discuss legislative and organizational framework regulating investigations, coordination and information-sharing, and international standards on corruption investigations. Based on the conclusions, participants were able to better assess the needs and topics that should be included in the Investigation Guide, one of the key outputs to be delivered under the TYSAP project. The Investigation Guide will target all inspectors, controllers and auditors across Government institutions.

The Second Steering Committee Meeting of the Project Strengthening the Coordination of anti-Corruption Policies and Practices in Turkey (TYSAP) was held on 6 November 2013 in Ankara. High-level signatories to the agreement restated their commitment to the project while discussing current issues and mitigation measures related to project implementation. The Agenda included the presentation of the updated Inception Report and the revised list of Short-term Experts to be involved in project activities. A revised calendar of activities was proposed for the next six months period. Discussions about the dates for upcoming activities are ongoing.
Workshop on Reporting Standards

A two-day workshop on Reporting Standards was held in Ankara on 18 and 19 September 2013. The workshop
was an opportunity for experts and representatives of relevant public, private and civil society institutions to discuss national and international best practices in reporting standards. At the workshop participants also discussed how reporting standards currently in use in Turkey can be improved, and set out the standards to be disseminated to all inspectors, auditors and controllers.
Workshop on Corruption Risk Analysis and Sector-Related Anti-Corruption Strategies

Inspectors representing the project’s main beneficiary and co-beneficiary Ministries
were trained on how to conduct corruption risk analysis, develop
and implement sector specific anti-corruption strategies during
a two-day workshop held in Ankara on 17 and 18 September 2013.
The workshope included a number of presentations and hands-on exercises in order for the participants to be able to critically reflect on all steps included in the design and implementation process.

The project on Strengthening the Coordination of Anti-Corruption Policies and Practices in Turkey (TYSAP) was officially launched at the Rixos Grand Hotel in Ankara, Turkey on June 12, 2013. The event was attended by the Head of PMIB, Turkish Deputy Minister of Labor and Social Security, and Turkish Deputy Minister of Interior and the Ambassador of the EU Delegation to Turkey. The CoE was represented by Mr. Ivan Koedjikov, Head of Department of Information Society and Action against Crime. The audience consisted of public officials, academics, civil society and private sector representatives as well as Council of Europe member states representatives in Turkey. The event was organized in three sessions. The first session focused on the Project Presentation. The second dealt with achievements in the field of Anti-Corruption, the Role of Internal Auditing, Perspectives from Banking, Civil Society and the Private Sector. The third session consisted of an interactive survey that intended to gather anonymous answers to questions pertaining to the level of corruption in Turkish Public Administration and behavior of individuals in corruption prone situations. Last, the project workplan and its related calendar of activities was officially adopted by the Members of the Steering Committee.

The First Steering Committee Meeting of the Strengthening the Coordination of anti-Corruption Policies and Practices in Turkey (TYSAP) project was convened on 5 June 2013 in Ankara. The meeting was attended by the high level representatives of the main beneficiary and co-beneficiary institutions, Delegation of the European Union, Central Finance and Contracting Unit and other partner institutions.
The stakeholders discussed in detail the proposed Workplan of the project and calendar of activities, as well as composition of working groups for future activities, arrangements for the upcoming Launching Conference and other issues of importance with regard to the implementation of the project. The project’s Launching Conference is scheduled to take place on 12 June in Ankara, where the Workplan of the project will be officially approved.

The CoE project team and the Beneficiary met to discuss their overall expectations and their respective roles throughout project implementation. They also exchanged their views on the organization of the launch event and the Steering Committee. Project team members also met with representatives of co-beneficiaries, the Central Finance and Contracts Unit, and the European Union Delegation to Turkey to inquire about their expectations from the project and to collect relevant input and recommendations for implementation.
