Joint programme: "Strengthening democratic reform in the southern Neighbourhood" (Morocco and Tunisia)

Launched in January 2012, this programme of an initial length of 3 years, aims to accompany democratic and political reforms in the Southern Mediterranean countries, following a demand driven and targeted approach. The Programme focuses on four specific objectives. In this framework of his component No. 1, the CEPEJ has been entrusted to proceed to the evaluation of the functioning of judicial systems of Morocco and Tunisia. The co-operation with Jordan has not started at the time being.

The activities will contain especially:

a global evaluation of the functioning of the justice in Morocco and Tunisia
a more specific evaluation of the efficiency of a panel of pilot courts
the enlargement of the evaluation of the efficiency to other courts
the design of a concret working plan for the pilot courts
the evaluation of the curricula of the magistrate's schools
the organisation of specialised training courses for justice professionals
the participation of national authorities in the activities of the European Commission for the Efficiency of Justice (CEPEJ)

The CEPEJ experts will go on mission to Rabat on 23 February 2015

The CEPEJ experts will go on mission to Rabat on 23 February 2015. They will meet representatives of the Ministry of Justice, in particular to discuss the implementation of the programme concerning satisfaction surveys to be carried out in the courts.

Six Tunisian judicial officers made a study visit to the jurisdiction of the canton of Geneva from 2 to 4 December 2014

This study visit is a follow-up of the training session organised by the CEPEJ with the Higher Institute for the Judiciary for the clercks organised in Tunis on 3-4 November 2014

During their 7th mission to Tunisia on 3 and 4 November 2014 the CEPEJ organises a training session for Tunisian court clerks in co-operation with the Tunisian Higher Institute for the Judiciary

A team of CEPEJ experts will hold a training session on 3-4 November for Tunisian court clerks on “The relations between clerks / the judiciary and clerks / lawyers” jointly with the Tunisian Higher Institute for the Judiciary”. The CEPEJ experts will also meet with the pilot courts to take stock of the state of implementation of the co-operation activities and discuss the follow-up to the co-operation between the CEPEJ and the Tunisian pilot courts. This work is being carried out in the framework of the Joint Programme entitled "Strengthening democratic reform in the southern Neighbourhood", financed by the European Union and implemented by the Council of Europe. It is the 7th visit to Tunisia by the CEPEJ expert team.
Mission programme

Training on the relations between clerks / the judiciary and clercks / lawyers


A delegation from the first instance court of Zaghouan made a study visit at the first Instance Court of Liege (Belgium) (divisions of Liège and Huy), on 20 and 21 October 2014 [27/10/2014]

The members of the Tunisian delegation had the opportunity to concretely observe the functioning of the First Instance Court of Liege (through the visit of several departments of the court, assisting in hearings, etc.).



A Tunisian delegation participated to the 9th plenary meeting of the CEPEJ Network of Pilot courts in Strasbourg on 16 October 2014 [17/10/2014]


Round table on « Compared experiences in the field of supervision, appointment, and promotion of legal professionals » in Tunis on 9 and 10 October 2014 [13/10/2014]

M. Cédric Visart de Bocarmé, a Belgian federal prosecutor in charge of international relations and member of the Consultative Council of Europea Prosecutors (CCPE) and CEPEJ expert in the framework of the South Programme for Tunisia, participated in the Round table on « Compared experiences in the field of supervision, appointment, and promotion of legal professionals » in Tunis on 9 and 10 October 2014.
