Joint South programme II: "Towards a strengthened democratic governance in the Southern Mediterranean" (Morocco and Tunisia)

This programme is a follow-up to the former South Programme I entitled: "Strengthening democratic reform in the southern Neighbourhood"


Launched in January 2012, this programme of an initial length of 3 years, aims to accompany democratic and political reforms in the Southern Mediterranean countries, following a demand driven and targeted approach. The Programme focuses on four specific objectives. In this framework of his component No. 1, the CEPEJ has been entrusted to proceed to the evaluation of the functioning of judicial systems of Morocco and Tunisia.

The activities will contain especially:

a global evaluation of the functioning of the justice in Morocco and Tunisia
a more specific evaluation of the efficiency of a panel of pilot courts
the enlargement of the evaluation of the efficiency to other courts
the design of a concret working plan for the pilot courts
the evaluation of the curricula of the magistrate's schools
the organisation of specialised training courses for justice professionals
the participation of national authorities in the activities of the European Commission for the Efficiency of Justice (CEPEJ)

A delegation of CEPEJ experts to visit Morocco from 21 to 24 April 2015

A delegation of CEPEJ experts will travel to Morocco from 21 to 24 April 2015 in the framework of the new South Programme II entitled “Towards strengthened democratic governance in the Southern Mediterranean”, funded by the European Union and implemented by the Council of Europe. An information day about the work of the CEPEJ will be organised for heads of jurisdictions and pilots prosecution authorities; a round table on the enforcement of decisions taken by administrative courts will also take place. The CEPEJ delegation will also be visiting three new pilot courts - the Administrative Court of Rabat, the Appeal Court of Rabat and the Commercial Court of Casablanca – where the CEPEJ tools for quality and judicial time management should be put into practice in the coming months.

 

Launching of the South programme II: the CEPEJ hosted a workshop on the justice reform in the Southern Mediterranean

On the occasion of the launching of the South Programme II, a new project funded by the European Union and implemented by the Council of Europe and entitled: “Towards a strengthened democratic governance in the Southern Mediterranean” on 10 April 2015 in Strasbourg, the CEPEJ hosted a workshop on justice reform in the Southern Mediterranean with the participation of representatives of Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Tunisia and the national Palestinian authority.

Tunisia, new observer state with the CEPEJ

On 1st April 2015, the Committee of Ministers of the Council of Europe granted Tunisia observer status with the CEPEJ. The request can be seen in the context of the cooperation programme developed by the CEPEJ and the Tunisian authorities entitled “Towards strengthened democratic governance in the Southern Mediterranean”, financed by the European Union and implemented by the Council of Europe through the CEPEJ. With this step Tunisia joins Israel and Morocco who already have observer status with the CEPEJ, as do the States entitled to this status by virtue of their Observer status with the Council of Europe (Canada, Holly see, Japan, Mexico, United States of America).

The CEPEJ experts went go on mission to Rabat on 23 February 2015

The CEPEJ experts went on mission to Rabat on 23 February 2015. They had a meeting with representatives of the Ministry of Justice, in particular to discuss the implementation of the programme concerning satisfaction surveys to be carried out in the courts.
