Biography
Cédric VISART de BOCARME

Born at Schaerbeek (Belgium), in 1953.

In 1977, Mr VISART DE BOCARME took up his duties as counsel at the Namur Bar.

In 1983, Mr VISART DE BOCARME was appointed Deputy Crown Prosecutor at the court of first instance in Charleroi (economic and financial section), and then at the
court of first instance in Namur (1985).

From 1986 to 1987, Mr VISART DE BOCARME was delegated by the Principal Crown Prosecutor at the Liège Court of Appeal to work in the prosecution service at the sessions of the Namur and Luxembourg assize courts respectively.

In 1988, Mr VISART DE BOCARME was delegated to the Private Office of the Minister of Justice to be responsible for civil and commercial law matters.

In 1990, Mr VISART DE BOCARME was appointed Crown Prosecutor at the court of first instance in Namur.

In 1995, Mr VISART DE BOCARME took up his duties as Deputy Head of the Private Office of the Minister of Justice, responsible for criminal law, criminal procedure and police matters and international relations. In 1997, he was appointed Head of the Private Office.

From 1998 to 1999, Mr VISART DE BOCARME has been in charge of some international cooperation missions. In particular, he was placed in charge of evaluation and identification of the judicial co-operation programmes of the Ministry for Development Co-operation with Rwanda, while acting as secretary of the bureau of the Belgium Council of Crown Prosecutors.

During the 1990s, Mr VISART DE BOCARME was a member of the IT committee of the Ministry of Justice, and of the Commission for family law. He founded and chaired the professional Union of Belgian Magistrates (UPM) from 2000 to 2004.

From 2000 to 2003, he was appointed as a Council of Europe expert to organise seminars on the public prosecution service in East European countries (Russia, Georgia, Azerbaijan, Armenia), and as a European Union expert on the training of law officers and investigating judges in Burkina Faso.

Mr VISART DE BOCARME was appointed Principal Crown Prosecutor at the Liège Court of Appeal in 2005 for a mandate of 7 years. He chaired the College of general prosecutors of Belgium from 2006 to 2009.

Mr VISART DE BOCARME represented the Belgian public prosecution service at the Eurojustice conferences in 2005 (Lisbon), 2006 (Oslo) and 2007 (Portoroz). He represents Belgium and is a member of the Forum of Prosecutors of the European Union since its creation in 2010.

In 2011, he had been appointed Head of the Private Office of the Ministry of Interior and at the end of 2012, he integrated the international section of the Federal State Crown office where he still is excising his functions as Prosecutor. He is actually participating to projects of the CEPEJ of the Council of Europe in Tunisia and Albania aimed at improving the functioning of justice systems.

Since the 1st January 2015, Mr VISART DE BOCARME is President of the Consultatif Council of European Prosecutors (CCPE) of the Council of Europe.
