CCPE working group and Bureau meetings The CCPE
Working group entrusted with the preparation of Opinion
No. 8 on relations between prosecutors and the media
has held its meeting in Strasbourg on 21 and 22 March
2013. The Bureau has held its meeting the day before.

Symposium:
The independence of justice in Tunisia before the
adotpion of the new Constitution In the
framework of the joint programme between the European
Union and the Council of Europe "Strengthening
democratic reform in the Southern Neighbourhood", Cédric
Visart de Bocarmé, Federal Judge and the Belgian
"parquet général" in charge of international relations,
CCPE member, has made an intervention on the subject
"the guaranties of independance for prosecutors", on 13
& 14 March 2013 in Tunis.

The
questionnaire in view of preparation of CCPE Opinion No.
8 on relations between prosecutors and the media has
been sent to member States The Committee of Ministers
entrusted the CCPE with the adoption, in 2013, of an
opinion on relations between prosecutors and the media.
A questionnaire in view of the preparation of the
opinion has been sent to CCPE members who have until 28
February 2013 to reply. T

CCPE President Antonio Mura participated in the
workshop on external relations and quality service for
Chief Prosecutors of Turkish pilot courts in Ankara
(Turkey), on 20 and 21 February 2013 In the framework
of the Programme "Strengthening the Court Management in
Turkey" (Joint Programme with the European Union), the
CCPE President Antonio Mura participated to the
workshop and make an intervention on external relations
of prosecutors in the light of CCPE opinions.

The
Presidents of the CCPE, the CCJE and CEPEJ invited by
the Turkish High Council of Judges and Prosecutors A
delegation composed of Presidents of the Consultative
Council of European Prosecutors (CCPE) and European
Judges (CCJE) and of the European Commission for the
Efficiency of Justice (CEPEJ), as well as
representatives of the Secretariat of the Council of
Europe, has been invited by the Turkish High Council of
Judges and Prosecutors to pay a visit to Ankara and
Istanbul on 14-16 January 2013 to assess the progress in
the reforms of the Turkish judicial system.

The member States must apply the dispositions of the
opinion on the management of the means of the public
prosecution services At Its 7th plenary
meeting in (Strasbourg, 26-27 November 2012), the CCPE
adopted an opinion on the management of the means of the
public prosecution services. The analysis of the
situation in the different member States previously
carried out by the Working group, highlighted that the
budgets granted to prosecution services are regarded as
insufficient, and more so in a period of economic crisis
leading to the necessity of rationalisation of the
management of the resources. The CCPE opinion gives
recommendations to identify the needs, distribute and
use, in a more efficient way, resources of the
prosecution services. The Committee of Ministers will
take note of this opinion in January 2013.

7th Plenary
meeting of the CCPE
The
7th plenary meeting of the CCPE took place in
Strasbourg, on 26 and 27 November 2012. During this
meeting, the CCPE elected Antonio MURA (Italy) as new
President, as the mandate of
Mr Joao Da Silva Miguel has come to end.

The
British Supreme Court quotes CCPE in one of its
judgements
The British Supreme Court quoted the
“Bordeaux Declaration” (CCPE’s
Opinion No. 4), jointly adopted in 2009 by the CCPE
and the Consultative Council of European Judges (CCJE),
which states in its paragraph 6: "The enforcement of the
law and, where applicable, the discretionary powers by
the prosecution at the pre-trial stage require that the
status of public prosecutors be guaranteed by law, at
the highest possible level, in a manner similar to that
of judges. They shall be independent and autonomous in
their decision-making and carry out their functions
fairly, objectively and impartially."
