4 Tomorrow poster campaign on the human right of education – including the ability to read

The right to education is established by Article 3 of the First protocol (Paris 1952) to the European Convention of Human Rights. Obviously the most elementary expression of an education, namely the ability to read, in practice is a prerequisite for the effective enjoyment and protection of other human rights.

The right to education is the theme chosen by the Non-governmental Organization “4 Tomorrow” for its 2011 campaign, which will feature a poster campaign promoting the right to education. The Council of Europe has decided to financially support this campaign which promotes fundamental Council of Europe human rights values. In 2010 the 4Tomorrow NGO was, by means of a series of expressive posters, campaigning against the death penalty, which the Council of Europe also supported.

The Council of Europe considers campaigns like these to be valuable contributions by civil society to promote the human rights standards of the Council of Europe. The Council of Europe is also itself active in human rights education and one may in this context refer to the Council of Europe Charter on Education for Democratic Citizenship and Human Rights Education which was adopted as part of the Council of Europe Committee of Minister’s Recommendation CM/Rec(2010)7. The Charter refers to education for democratic citizenship and human rights as a primary way of “equipping learners with knowledge, skills and understanding and developing their attitudes and behaviour” so that they promote and protect human rights and fundamental freedoms (Charter Paragraph 2.b.). People who are taught about human rights and given the skills to respect and promote them are less likely to go on to violate them themselves, and more likely to restrain and discourage others who would do so. Moreover, the Council of Europe will be organizing a consultation meeting with the NHRSs, to be held from 21 to 22 September 2011 in Madrid, on the role of NHRSs in Imparting objective information to potential applicants to the European Court of Human Rights. This meeting includes a session on how NHRSs may promote human rights education, using the above Council of Europe Charter in particular.
