Overall objective:
To strengthen the judicial system of the Russian Federation in line with European standards.

Expected result 1:
The appeal reform is facilitated through the preparation and presentation of the analysis of the current Russian system of review of court decisions in the light of European standards and best practices.

Expected result 2:
The implementation of the appeal reform is facilitated through the preparation and presentation to the beneficiary of methodological recommendations on the organisational actions necessary for the introduction of the appeal system, as well as the related amendments to the cassation review and the supervisory control over judicial decisions.

Expected result 3:
The appeal reform is facilitated through the preparation and presentation to the beneficiary of recommendations on the improvement of the legislation, based on the analysis of the legislation presented by the Russian authorities.

Expected result 4:
The capacity of judges and other stakeholders to implement the appeal reform is strengthened through workshops/seminars and the development of training methodology and training materials.

Expected result 5:
The appeal reform is facilitated through the evaluation of the results of the legislative changes and of the implementation of the appeal reform.
