Committee of Experts on local and regional finance and public services (LR-FS)

Subcommittee

Composed of governmental experts from Council of Europe member states, the Committee was set up in 2009 to clearly focus on matters of local and regional authority finance and public services. Following earlier CDLR work on these topics by the former LR-GR and LR-FL committees, including major recommendations on financial resources, and budget management at local level as well as on local public services, the most recent activities carried out notably comprised reports on public-private partnerships (PPP), the degree of conformity of member states’ policy and practice with Council of Europe standards for local finances and European practices for the funding of new competences of local authorities.
