European Stakeholders’ Platform


The Stakeholders’ Platform of the Council of Europe (‘The European Platform’) is the body that promotes the implementation of the Strategy for Innovation and Good Governance and delivers accreditation to national (or regional) platforms or bodies for granting the European Label of Governance Excellence (ELoGE). It also provides the necessary technical assistance to member States for developing such arrangements at the national level.

The European Committee on Democracy and Governance (CDDG) is the steering committee which oversees the Council of Europe’s intergovernmental work in the field of democracy. The Committee is also tasked with promoting the “implementation of the Twelve principles of Good governance at local level” and is responsible for reporting back to the Committee of Ministers on an annual basis on the work and achievements of the stakeholders’ platform.

In accordance with the decision of the  Committee of Ministers (1234th meeting of the Ministers’ Deputies on 10 September 2015), the Enlarged Bureau of the European Committee on Democracy and Governance (CDDG) acts as the European Stakeholders’ Platform. The Enlarged Bureau comprises the members of the Bureau of the CDDG and two members appointed by the Conference of INGO. The Congress of Local and Regional Authorities of the Council of Europe may appoint two representatives with consultative status.
