An international Conference on “Lessons Learned from Territorial Consolidation Reforms – European Experience” was co-organised by the Council of Europe and the Local Government and Public Service Reform Initiative in Warsaw from 14-15 November 2008. The conference discussed positive and negative outcomes of the territorial reforms undergone in Europe during the last decade and provide recommendations to policy makers.
