| Overview Ministers responsible for local and regional government from the 46 member states met in Budapest from 24-25 February 2005. The ministers drew up a list of challenges faced by governments when trying to ensure ''good local and regional governance''. They also discussed the Council of Europe’s experience and expertise in this area, and set out the priorities for the next five years in the Budapest Agenda.
