This publication contains the texts on the impact of the economic downturn on local government presented and adopted at the 17th session of the Council of Europe Conference of Ministers responsible for Local and Regional Government, held in Kyiv (Ukraine) on 3–4 November 2011: the Kyiv Declaration and Kyiv Guidelines, the report “Local government in critical times: polices for crisis, recovery and sustainable future”, as well as the Recommendations Rec(2004)1 on financial and budgetary management at local and regional levels, Rec(2005)1 on the financial resources of local and regional authorities, and the European Charter of Local Self-Government.

 
 


 

Local Government in Critical Times: Policies for Crisis, Recovery and a Sustainable Future”


Ministers agreed that governments must take responsibility to mitigate, counter, and overcome the impact of the economic crisis, all the more so because it has potentially wide destructive effects on social cohesion and risks exacerbating societal tensions. There is a widespread recognition of the need for improvements in governance and in the management of public expenditure, for increasing efficiency across the whole public sector, and for greater collaboration between all stakeholders. This publication is meant to be an important tool for central governments, ministries of local government and ministries of finance, local governments and their associations as well as for NGOs
