Council of Europe

Five fully-fledged capacity-programmes were launched in 2011:
 
   a follow-up to the (very successful) public ethics programme (PEP);
   a Best Practice Programme (BPP);
   a Performance Management Programme (PMP);
   a Leadership Academy Programme (LAP);
   a Local Finance Benchmarking Programme (LFB);
   support to Ukrainian authorities for the implementation of the Strategy for Innovation and Good Governance at Local Level.
