First and foremost are the Council of Europe’s standards:
the Charter on Local Self-government (CETS 122), the
Convention on the Participation of foreigners in public life
at local level (CETS 144) and Recommendation (2001)19 on the
participation of citizens in public local life.
The Congress also adopted a number of texts, see further
information on the Congress web-site:

Furthermore, a tool for local authorities to audit their
arrangements for participation is currently being developed
and tested.
