Committee of Experts on local and
regional finance and public services (LR-FS)
New
subcommittee
Composed of governmental experts from Council of Europe member states,
the Committee was set up in 2009 to clearly focus on matters of local
and regional authority finance and public services. Following earlier
CDLR work on these topics by the former LR-GR and LR-FL committees,
including major recommendations on financial resources, and budget
management at local level as well as on and local public services, the
most recent activities carried out notably comprise reports on public-private
partnerships (PPP), the degree of conformity of member states’ policy
and practice with Council of Europe standards for local finances and
European practices for the funding of new competences of local
authorities.
Activities of the Committee in 2009 will also include the
identification of topics and issues, firstly with regard to their
inclusion in a possible additional protocol to the European Charter of
Local Self-Government (ECLSG), secondly with regard to discussing them
at the next ministerial session of Utrecht 2009 and including them into
the new CDLR and sub-committee work programme from 2010 onwards.
