Fifth session of the Forum for the Future of Democracy
(Kyiv, the
"Ukrainian House", 21-23 October 2009)
"In a genuine democracy, the citizen is sovereign and the voter
decides" - that was the main message of the 2009 Forum for the
future of Democracy, on “Electoral systems: strengthening
democracy in the 21st century". The Forum, which gathered
400 parliamentarians, senior government officials, local and
regional representatives, NGO members, academics and experts, highlighted the
need for greater public involvement -in election processes as well
as in other forms of representative democracy with a view to
increasing voter turnout and ensuring that all stages of public life
are democratic.

participation in internet governance

Governance Forum
Since the inception of the Internet Governance Forum (IGF), the
Council of Europe, the United Nations Economic Commission for Europe
(UNECE) and the Association for Progressive Communications (APC)
have been working on a joint initiative on public participation in
internet governance. The three entities have held joint workshops
around this theme at both the Rio de Janeiro (2007 and Hyderabad
(2008) meetings of the Internet Governance (IGF), and a discussion
paper was presented.
The aim of the CoE/UNECE/APC project is to consider whether there is
scope for developing a code of good practice on transparency,
information and participation in Internet governance. Such a code,
if developed, could build on existing internet governance experience
and the principles concerning Internet governance which were adopted
at the World Summit on the Information Society.
On
13 May 2009, at a discussion meeting held in the context of the Open
Consultations for the IGF 2009, the initiative presented a
second paper, containing a mapping of existing information and
participation arrangements of major internet governance entities.
At
the 2009 IGF (Sharm el-Sheikh, 15-18 November), a draft Code of good
practice on information, participation and transparency in Internet
Governance was discussed at a workshop (Workshop
96, Wednesday, 18 November) -

So
as to prepare for the workshop, the project partners are putting
forward a
document for consultation within the Internet community in
the run-up to this year's meeting of the IGF. This document includes
a first draft text for a code of good practice on information,
participation and transparency in Internet governance.

Council of Europe adopts Recommendation on e-democracy
The Council of
Europe's Committee of Ministers has adopted a
Recommendation on e-democracy (CM/Rec(2009)1) on 18 February
2009, at the 1049th meeting of the Ministers’ Deputies.
This Recommendation
offers all European governments substantial guidelines and
principles when dealing with e-democracy. It is accompanied by a
number of practical tools prepared for those who require hands-on
information about combining modern information and communication
tools and democratic requirements and practice.
This Recommendation
was prepared by the Ad Hoc Committee on e-democracy of the Council
of Europe (CAHDE) and finalised at its fourth and final plenary
meeting in Strasbourg (11-13 November 2008).

An
international workshop on 'e-voting from abroad: demands,
doables, dreams' was held in Vienna on 18-19 May .
Participants included representatives of election-related
authorities, international organisations, academia, implementing
organisations, expatriate organisations and independent experts.
The meeting exchanged experiences on e-voting from abroad, on
lessons learnt and on possible standard-setting for e-voting
observation. The workshop was followed by an informal
international observation of the e-vote underway to elect
representatives of the Austrian Federation of Students in
Vienna.

Representatives of the 47 member
states of the Council of Europe met in Madrid on 15-17 October in
the 2008 Forum for the Future of Democracy, whose theme was
"E-democracy". The discussions addressed the potential of the new
information technologies to strengthen democracy and increase
participation.
