The European Language Portfolio was developed and piloted by the
Language Policy Division of the Council of Europe, Strasbourg, from 1998 until
2000. It was launched on a pan-European level during the European
Year of Languages as a tool to support the development of plurilingualism
and pluriculturalism.

New ELP website
containing the registration procedure will be launched on 26 September
2011 to coincide with the 10th anniversary of the European Day of

From Validation to Registration
At the end of December 2010 the ELP Validation
Committee ceased to exist and the process of validating ELPs came to an
end. From April 2011 validation will be replaced by online registration
based on the principle of self-declaration. A new website is currently
under construction to implement this procedure and support the
development of new ELP models. It will provide step-by-step instructions
on how to assemble an ELP using generic elements and templates created
by the Validation Committee and informed by good practice in ELP design
over the past ten years.

International Seminar on the European Language Portfolio
European Centre for Modern Languages (ECML), Graz, 29 September – 1
October 2009
The ELP was launched on a
European scale during the European Year of Languages 2001 and has since
proved to be of major interest in the member states; 103 models have
been accredited by the European Language Portfolio Validation Committee
(ED-EVC). The 8th seminar provided an opportunity for taking stock of
the achievements of the ELP project to date, assessing the ELP’s impact
in Council of Europe member states, presenting new supports for ELP
developers and users, and discussing future strategy.

developed by the Council of Europe and the European Union, can be

The EAQUALS-ALTE e-ELP, the first electronic
European Language Portfolio to be accredited by the European Validation
