Global Risk Forum GRF Davos

supports the initiative of the EUR-OPA Major Hazards Agreement on the inclusion of people with disabilities in disaster preparedness and response, launched with a Workshop in October 2013. The 5th International Disaster and Risk Conference IDRC Davos 2014, to take place on 24 - 28 August 2014 in Davos, Switzerland, is expected to address disability and disaster risk reduction.

Report on including people with disabilities in disaster preparedness and response

“People with disabilities, and the organisations that represent them, need to be drawn into the civil protection preparedness process. Policies and plans need to be inclusive, but the particular needs of people with disabilities should not be subsumed in a "compromising manner" into wider amalgamations of disadvantaged groups”, stresses a report of the EUR-OPA Major Hazards Agreement, adopted by its Committee of Permanent Correspondents. Taking into account the Report and the "Guidelines for Assisting People with Disabilities during Emergencies, Crises and Disasters", the Committee also adopted a Recommendation to its member States.

Disabilities and Disasters Forum
University College London, 12 March 2014

The EUR-OPA Major Hazards Agreement participated in the Disabilities and Disasters Forum which took place at University College London, United Kingdom, on 12 March 2014. A panel of experts working in the field of disasters and disability discussed the issues associated with improving emergency preparedness for people with disabilities. The points of view of civil protection, government and civil society organisations was also taken into account and strategies for improving service delivery were discussed.
