This site is entirely devoted to the activities of the Council of Europe to promote intercultural dialogue on our continent, and between Europe and its neighbouring regions.

L’identification et le traitement des « discriminations religieuses », objet du colloque qui fait l’objet de la présente publication, constituent un thème intéressant à plus d’un titre, spécialement parce que le sujet est d’une actualité immédiate brûlante, mais également parce qu’il ne s’agit pas à proprement parler d’une discrimination comme une autre.
L’approche comparative a été choisie pour appréhender ce sujet complexe tant au regard du contentieux devant les juridictions nationales que des affaires portées devant les autorités administratives du type de la HALDE. Cet ouvrage couvre ainsi l’étude de plusieurs États européens et permet au final de saisir
tant des évolutions communes que des particularités nationales bien identifiées.

Baku: World Forum on Intercultural Dialogue
|
Intercultural dialogue is one of the most pressing challenges of today's plural world. Democratic exchange and knowledge sharing among different cultures are an antidote to violence and rejection. The World Forum on Intercultural Dialogue - United Through Common Values, Enriched by Cultural Diversity - which took place in Baku (Azerbaijan, 7-9 April 2011), attempted to address its universal governance and the practical aspects on a global scale.

White Paper on Intercultural Dialogue

The White Paper provides various orientations for the promotion of intercultural dialogue, mutual respect and understanding, based on the core values of the Organisation. The Ministers welcomed it as a “significant pan-European contribution to an international discussion steadily gaining momentum” as well as to the European Year of Intercultural Dialogue. The Ministers emphasised the importance of ensuring appropriate visibility of the White Paper, and called on the Council of Europe and its member states, as well as other relevant stakeholders, to give suitable follow-up to the White Paper’s recommendations.

Speaking across borders: the role of higher education in furthering intercultural dialogue (Council of Europe higher education series No.16) (2010)
New Council of Europe and the International Association of Universities book. Edited by Hilligje van’t Land of the IAU (International Association of Universities) and Sjur Bergan of the Council of Europe, Speaking across borders – volume 16 of the Council of Europe Higher Education Series - explores the role of higher education in developing intercultural dialogue in our societies. It complements Intercultural dialogue on Campus (Higher Education series No. 11) and the issue of the IAU journal Higher Education Policy (HEP, vol. 18.4) on the same topic and includes contributions from Europe, the Middle East, Africa, Asia and North America. The book demonstrates that education will need to play a key role in developing the ability to conduct intercultural dialogue, which is an integral part of democratic culture. It sets out the political context for intercultural dialogue, explores how universities can become actors of intercultural dialogue and offers examples of good practice from various parts of the world.

Intercultural Dialogue in the Framework of European Human Rights Protection (White Paper Series - Volume 1) (2010)
This report analyses the jurisprudence of the European Court of Human Rights in terms of the promotion of cultural diversity, as championed by the Council of Europe particularly through its "White Paper on Intercultural Dialogue" (2008). The Court's views on the governance principles and preconditions of intercultural dialogue - and particularly the case law on freedom of thought, conscience and religion, freedom of expression and freedom of association and assembly - provide guidelines for politicians, academics and practitioners alike.

Media perspectives on intercultural dialogue and fight against discrimination
|
In the framework of the ''Speak out against discrimination'' campaign and the ''Intercultural Cities'' programme, some 40 media professionals from various cities all over Europe, together with representatives of organisations active in the intercultural and anti-discrimination field, come together for a workshop focusing on professional practices regarding discrimination on 21-24 April 2009 in Seville (Spain).

Milan: Presentation of the White Paper on intercultural dialogue

''Communities that are rich in interaction of different cultures represent a source of creativity. This aspect of the urban evolution, which is already reflected in the Urban Charter II, will be debated at the Congress’ next session,'' stated Congress Director Antonella Cagnolati during a press conference which included the presentation of the White Paper on intercultural dialogue, in Milan on 20 April 2009.

Launch “White Paper on Intercultural Dialogue”
At their 118th Ministerial Session (Strasbourg, 6-7 May 2008), the Ministers of Foreign Affairs of the 47 member states of the Council of Europe launched the “White Paper on Intercultural Dialogue”, which one week earlier had been approved by their Deputies.
The White Paper provides various orientations for the promotion of intercultural dialogue, mutual respect and understanding, based on the core values of the Organisation. “Euro-Arab Days : towards better mutual understanding”
|
On 27 and 28 October 2008, a joint conference between the Arab League Educational, Cultural and Scientific Organisation (ALECSO) and the Council of Europe took place in Tunis on the theme “history, languages, media and intercultural challenges”. Devoted to the co-operation that the two organisations have established in the areas of language policy, history teaching and media, the conference aimed to take stock of the results achieved and to define future prospects.

Lisbon colloquy prepares “White Paper on Intercultural Dialogue”
Keynote speaker Mr Jorge Sampaio, the High Representative of the UN Secretary General for the Alliance of Civilisations (above), addressed a high-level colloquy on intercultural dialogue in Lisbon (22-24 June 2007) saying that the White Paper on Intercultural Dialogue “will be an extremely useful tool providing policy makers and practitioners at national, regional and local levels with the guidelines and tools for promoting intercultural dialogue.”
In her opening speech, Deputy Secretary General Mrs Maud de Boer-Buquicchio emphasised the Council of Europe’s firm commitment to inter-institutional cooperation in this area.
The colloquy, which brought together some 50 experts and policy deciders from the Council of Europe, UNESCO, ALECSO, ISESCO and other international institutions as well as NGOs, examined the consultation results and discussed the next steps of the White Paper process.

Parliamentary Assembly adopts recommendations on blasphemy, hate speech, state and religion, and human rights
At its June 2007 Plenary Session, the Parliamentary Assembly of the Council of Europe adopted two recommendations particularly relevant to the religious dimension of intercultural dialogue:
· Recommendation 1804 (2007) on “State, religion, secularity and human rights”
· Recommendation 1805 (2007) on “Blasphemy, religious insults and hate speech against persons on grounds of their religion”

San Marino conference boosts dialogue with religious communities
The European Conference “The religious dimension of intercultural dialogue”, organised in San Marino on 23-24 April 2007, successfully concluded its work with a declaration on the future dialogue between religious communities and the Council of Europe.
