Joint Council of Europe / European Union Programme on Biodiversity: Sub-regional Workshop for the setting-up of the Emerald Network in Belarus, Moldova, Ukraine and the Russian Federation

Background: European biodiversity remains under serious pressure: 40–85 % of habitats and 40–70 % of species of European interest have an unfavourable conservation status.
The Bern Convention on the Conservation of European Wildlife and Natural Habitats is a Council of Europe binding treaty to foster the conservation and sustainable use of biological diversity in Europe.
The designation of protected areas is a cornerstone for the conservation of biodiversity. The Emerald Network is an ecological network of protected areas which provides a model for conserving biodiversity, based on ecological principles, while allowing a degree of human exploitation of the landscape. It is to be set up in each Contracting Party and observer state to the Bern Convention.
Description: The programme, which runs until the end of 2011, aims at identifying and protecting natural habitats to be part of the Emerald Network. Countries involved in the establishment of this Network under the joint programme also include Armenia, Azerbaijan and Georgia.
The Sub-regional workshop aims to consolidate and follow-up the scientific work initiated in 2009, as well as to exchange information in view of the mid-term implementation of the second phase of the joint project.
Participants: The workshop will count with the participation of officials from the Council of Europe, the European Union, as well as representatives of the Ministries of Environment of the targeted countries, scientific experts from national institutions and universities, and representatives of civil society.
