Ecological Networks: First Biogeographic Seminar for the implementation of the Emerald Network in Norway

This First Emerald Network Biogeographical Seminar for Norway, co-organised by the Norwegian Directorate for Nature Management, the Topic Centre on Biological Diversity of the European Environment Agency and the Council of Europe, took place at the headquarters of the Directorate in Trondheim. It builded on two technical Emerald seminars organised in the country in 2011 and 2012 as well as on the intensive work achieved by Norway in the past few years on the identification of potential Emerald sites on their territory (Phase I of the Emerald Network constitution process).

The meeting aimed at agreeing on the reference list for species and habitats as well as at assessing -at a biogeographical level- the extent to which the candidate Emerald sites proposed in the country are sufficient to ensure proper conservation of habitats and species listed respectively in Resolutions 4 (1996) and 6 (1998) of the Bern Convention. The further needs for site proposals to complete the Emerald network were addressed. The meeting thus initiated Phase II of the Network constitution process in the country.

This phase is a necessary step before the sites can be officially approved as ASCIs by the Standing Committee to the Bern Convention and before a designation at national level can be initiated (Phase III). The seminar was chaired by Jan Plesnik, Chair of the Standing Committee to the Bern Convention, while the discussions on each targeted species and habitats were facilitated by experts from the European Topic Centre on Biological Diversity (ETC/BD). The presence of NGOs was ensured.
