Joint Council of Europe / European Union Programme on Biodiversity: Second National
Workshop for the setting-up of the Emerald Network in Azerbaijan

Date: 19-20 May 2010
Location: Baku, Azerbaijan

Organised by the Council of Europe and the European Union in cooperation with the Ministry of Ecology and Natural Resources of Azerbaijan

Background: European biodiversity remains under serious pressure: 40–85 % of habitats and 40–70% of species of European interest have an unfavourable conservation status.
The Bern Convention on the Conservation of European Wildlife and Natural Habitats is a Council of Europe binding treaty to foster the conservation and sustainable use of biological diversity in Europe. The designation of protected areas is a cornerstone for the conservation of biodiversity and thus included among the obligations of the Bern Convention. The Emerald Network is an ecological network of protected areas which provides a model for conserving biodiversity, based on ecological principles, while allowing a degree of human exploitation of the landscape. It is to be set up in each Contracting Party and observer state to the Bern Convention.

Description: The programme, which runs until the end of 2011, aims at identifying and protecting natural habitats to be part of the Emerald Network. Countries involved in the establishment of this Network under the joint programme also include Armenia, Belarus, Moldova, Georgia, the Russian Federation and Ukraine.
The objective set for Azerbaijan is to identify all the potential areas to be candidate to integrate the Emerald Network of protected areas by the end of the project. At the end of the first implementation phase, in 2009, Azerbaijan already produced data on 7 potential Emerald sites, covering an area of 714,260 ha.

Participants: The second national workshop, in the form of a scientific meeting followed by a field visit to Shirvan National Park, will count with the participation of high level officials from the Council of Europe, the European Union and the Ministry of Ecology and Natural Resources, as well as scientific experts from national institutions
and universities.

Venue: Ministry of Ecology and Natural Resources of Azerbaijan, B. Aghayev street 100-A
