About the Intercultural cities programme (ICC)


Intercultural cities began in 2008 as a pilot action seeking to conceptualise and operationalise the practical dimension of local integration policies. The programme developed a multi-disciplinary and culturally sensitive approach to integration called "intercultural integration", as well as tools to support cities in reviewing their policies and governance in line with this approach, measure progress and learn from other cities.

 

Intercultural cities does not content itself with fact-finding, the design of concepts, methodologies, benchmarks or charters. All these are elements of the programme’s toolbox but Intercultural cities is also an action programme. It accompanies cities in a comprehensive and deep process of change and development, actively involving a broad range of stakeholders, including policy-makers, professionals, civil society, businesses and media in a process of development of urban intercultural strategies.

 

Peer mentoring and support are a key aspect of Intercultural cities’ methodology, along with expert advice. Cities act as a community of knowledge, supporting and learning from each other in an area with few certainties and beaten paths.

 

New 2-year phase of Intercultural cities to be launched in 2011


The main objectives of this phase will be to

  • Enlarge in a limited way the international network (taking in a maximum of 11 new cities) and accompany the new cities through their policy review and intercultural strategy development, as well as further support such processes in pilot cities;

  • Further validate and develop the Intercultural integration approach through monitoring of processes in cites and research (in particular through the Intercultural city Index);

  • Disseminate the Intercultural integration approach to more cities through the setting up of national networks.

  • Prepare a possible future scaling-up of the programme through the development of comprehensive documentation and the enlargement of the expert pool.

In order to achieve these goals, the Intercultural cities programme is calling for experts who wish to be involved in the second phase.

 

Selection criteria


  • Professional background and experience. Priority will be given to experts who have been involved in advising cities on urban change, community development, diversity management, migrant integration or related policies or in applied research projects in these fields.

  • Language proficiency. Excellent knowledge of English is required. Working knowledge of French will be an advantage. Working knowledge of other European languages will be an important criterion since the geographical scope of the programme covers the greater Europe area (all counties in continental Europe).

  • Availability to travel for relatively short periods of time (2-4 days at a time) and work on reports or other documents related to the programme.

  • Ability to prepare analytical reports on city policies with practical recommendations

  • Confidence and ability to draw on a vast body of knowledge and experience to act as advisors to city officials, administration and other stakeholders and deal with complex and often controversial debates during field visits.

  • Strong negotiating capacities, good listening and communication skills, ability to speak the languages of both people and institutions and interact effectively with people of various cultural and social backgrounds.

Selection procedure


All applications will be initially screened by the Intercultural cities management and the applications of shortlisted candidates will be examined by the ICC expert team for a final selection. Additional information may be requested and/or phone interviews carried out with shortlisted candidates.

 

10 experts will be selected in 2011. The selected experts will be invited to take part in a training session and participate subsequently in expert visits to cities together with experienced ICC experts.

 

Financial conditions


Experts will have their travel and subsistence expenses covered but in principle will not receive remuneration for their work in the initial (training) stages of their involvement. If they successfully complete the training process they will be considered members of the ICC expert team.
