Commissioner for Human Rights
The
Commissioner for Human Rights is an independent institution
within the Council of Europe, mandated to promote the awareness
of and respect for human rights in Council of Europe member
states. The Commissioner’s work focuses on encouraging reform
measures to achieve tangible improvement in the area of human
rights promotion and protection.

European
Commission against Racism and Intolerance
(ECRI)
All human beings are born free and equal in dignity and
rights
ECRI is the Council of Europe’s monitoring body, combating
racism, xenophobia, antisemitism and intolerance in greater
Europe, from the perspective of the protection of human rights.
Its action covers all the measures needed to combat violence,
discrimination and prejudice against persons or groups of
persons on grounds of race, colour, language, religion,
nationality or national or ethnic origin. |

European Youth Foundation
The European Youth Foundation (EYF)
is a fund established in 1972 by the Council of Europe to provide
financial support for European youth activities. It has an annual
budget of approximately 3 million Euros. Since 1972, more than 300
000 young people, aged between 15 and 30 and mostly from member
states, have benefited directly from EYF-supported activities. In
2004, the EYF supported some 300 projects involving more than 15,
000 young people. |

Education of Roma children in Europe
Roma
communities are heavily affected by difficult living conditions.
Rejection, in various forms, remains a dominant feature of
relations between Roma and their immediate surroundings.
Tension soon gives way to conflict, with the result that Roma are
often harshly treated and in a constant state of insecurity.
This is reflected in achievement at school, and illiteracy becomes
a serious handicap in an environment where the use of writing is
an everyday necessity : the future of Roma communities hinges
very much on arrangements for schooling their children. |

Language Policy Division
The Council of
Europe’s activities to promote linguistic diversity and language
learning in the field of education are carried out within the
framework of the
European Cultural Convention. The Language Policy Division
implements intergovernmental medium-term programmes with a
special emphasis on policy development.

National
Minorities
Protecting the rights of national minorities has become one of the
most serious and pressing issues in Europe today. Ethnic and
racial tensions, simmering over the years, have resurfaced, often
in acute form and even as armed conflict. The Council of Europe
has sought to tackle these issues at both political and legal
levels.

European Social
Charter
The European Social
Charter, adopted in 1961 and revised in 1996, guarantees social
and economic human rights of all individuals in their daily
lives. The Rights guaranteed by the Charter are housing, health,
education, employment, legal and social protection, free
movement of persons and non-discrimination. |

“Speak out against discrimination” campaign
This Europe-wide anti-discrimination campaign is being run in
conjunction with media professionals throughout Europe. Aimed at
the general public and media professionals, the key focus of the campaign will be on various aspects of
discrimination arising out of racist attitudes and prejudices,
in particular those with an Islamophobic, anti-Semitic and
anti-Gypsy background.

European Cinema Support Fund
Eurimages is the Council of Europe
fund for the co-production, distribution and exhibition of
European cinematographic works. Set up in 1988 as a Partial
Agreement it currently has 33 Member States.
Eurimages aims to promote the European film industry by
encouraging the production and distribution of films and
fostering co-operation between professionals. |

Decade of Roma Inclusion
The Decade of Roma Inclusion
2005-2015, is an initiative adopted by eight countries in Central
and Southeast Europe, and supported by the international community.
It represents the first cooperative effort to change the lives of
Roma in Europe. An action framework for governments, the Decade
monitors progress in accelerating social inclusion and
improving the economic and social status of Roma across the region. |

OSCE ODIHR The Office for
Democratic Institutions and Human Rights is the
principal OSCE institution responsible for strengthening
democratic structures, tolerance and advancing human rights,
including those concerning
Roma and Sinti.

Fundamental Rights Agency
The Agency provides the relevant
institutions and authorities of the Community and its Member
States when implementing Community law with information,
assistance and expertise on fundamental rights in order to
support them when they take measures or formulate courses of
action within their respective spheres of competence to fully
respect fundamental rights.

Within the
European Commission, an Inter-Service Group, bringing together
14 different departments and chaired by the Employment, Social
Affairs and Equal Opportunities DG, coordinates the different
policies and programmes tackling Roma issues, including the
legal framework for equal treatment and non-discrimination,
forums for policy cooperation and provision of financial
resources. |

European Roma Rights Center
The ERRC is an
international public interest law organisation engaging in a
range of activities aimed at combating anti-Romani racism and
human rights abuse of Roma. The approach of the ERRC involves,
in particular, strategic litigation, international advocacy,
research and policy development, and training of Romani
activists. |

Open Society
Institute
OSI is a major nongovernmental
funder and policy advocate on Roma issues in Central, Eastern,
and South Eastern Europe, working on a wide range of issues,
including civil society development, education, media, gender,
local government and health. |

The
European Roma Information Office
(ERIO) founded in 2003, located in Brussels, contributes to the
political and public discussions surrounding Roma by providing
factual and in-depth information. |

The RomNews Society
emphasises the exchange of information on Roma. Its objective is
to fight against prejudice towards Roma, their culture and
tradition. |
