Enhancing the domestic capacity to devise, implement
and monitor National Action Plans for Roma, and countering negative
stereotyping faced by Roma people, Moldova and Ukraine
2008-2009
The project “Enhancing the domestic
capacity to devise, implement and monitor National Action Plans for Roma,
and countering negative stereotyping faced by Roma people” is the fourth
joint action of the Council of Europe and European Commission. It aims to
provide assistance to Governments and Roma NGOs from Moldova and the
Ukraine, in order to improve their planning, implementation and monitoring
processes of the National Action Plans for Roma by providing training and
consulting. All of this will be accomplished within the background of the
European “Dosta!” campaign of the Council of Europe on anti-discrimination
and fighting negative prejudices and stereotypes against Roma.

Advancing
equality, tolerance and peace: Equal rights and treatment for Roma in South
Eastern Europe
2006-2007
During the last decade Roma populations, particularly those in South Eastern
Europe, have been hit by instability and turmoil. They have often been the
victims of forced migration and are still today refugees or displaced persons.
Their already precarious social and economic situation has been deteriorating
throughout this period with serious consequences on education of children and
employment.
Although in most cases Governments have recognised the need
to improve the
situation of the Roma, a comprehensive policy involving all relevant actors, and
first of all the Roma themselves, has usually been lacking. In addition, there
is often confusion over monitoring and its many forms, whether internal or external, local
or international. As such, monitoring is often absent from the text
of national programmes/action plans and the measures taken to address it may be
inappropriate. Furthermore, very often deep-rooted prejudices and discrimination practices
among the local authorities and the local population are one of the main factors
contributing to implementation failure.
It was in this
context that the Council of Europe and the OSCE-ODIHR, together with the
financial support of the European Commission, decided to jointly address these
issues within the framework of two Joint Projects, carried out from 2001 to 2005
(see 2003-2005: Roma under the Stability
Pact II).
These projects aimed to assist the participating countries in the process of
drafting, adopting and implementing the National Strategies through the
following objectives:
1. Component 1: Improvement of participative monitoring and evaluation
methodology;
2. Component 2 : Ensuring transparency and visibility of national
programmes/action plans for Roma through improved communication channels and an
awareness-raising campaign;
3. Component 3: Evaluation of the two previous joint programmes for Roma
and mid-term and final evaluation of the third one
