The Expert Committee on Mental Health (SP-MNH) finalised its work on developping a mental health reference tool on ethics and human rights. Its aim was to determine the "essential basket" of the human/patients' rights, ethical and social cohesion components in national mental health policies. The draft Recommendation was presented for approval to the European Health Committee (CDSP) and it will shortly be presented to the Committee of Ministers for adoption.

The Committee's work was based on the general ethical and legal principles of mental health laid down in the Convention of Human Rights and Biomedicine, in the Recommendation Rec(2004)10 of the Committee of Ministers to member states concerning the protection of human rights and dignity of persons with mental disorder, and in the series of recommendations on health care for vulnerable populations.
