Joint Programme
"Enforcing the Rights of the Child and Re-integrating Children
at Risk into Society"
Russia 2007-2008
The aim of this joint programme was to contribute to the development of an effective system of
rights protection and social re-integration of children at risk in the
Russian Federation.
The programme focused mainly on children living in families in difficulty,
in care institutions, vagrant children and delinquent
minors.
A team of local and European consultants (specialists in child protection
and family counselling, juvenile court judges and psychologists) worked
together with Russian state bodies, institutions for
children and NGOs during training seminars and study trips to
other Council of Europe member states. More than 700 specialists
from 26 Russian regions were trained in this way.
