GEPAC: Support to the Anti-corruption strategy of Georgia


GEPAC Project aims at strengthening Georgian institutions' capacities in their anti-corruption efforts through the implementation of the Anti-corruption Strategy and Action Plan. Funded by a 700.000 € voluntary contribution of the Ministry for Development Co-operation of the Netherlands, GEPAC will promote technical co-operation among different  law-enforcement and prevention services.

 The project focuses on five main areas:
• strengthening capacities of the anti-corruption policy institutions;
• co-ordinating and monitoring the implementation of the Anti-corruption plan;
• elaborating and improving primary and secondary legislation concerning criminalisation and prevention of corruption;
• strengthening the capacities of the Prosecution to investigate and prosecute high-level corruption;
• introducing pilot activities to enhance the integrity and institutional capacities as tools for prevention of corruption.


GEPAC Project is funded by a voluntary contribution of the Ministry for Development co-operation of the Netherlands

 


Activities


2nd GEPAC Steering Group Meeting

[18 September 2008] The 2nd GEPAC Steering Group Meeting (SG) took place at the premises of the State Chancellery in Tbilisi on 8 October 2008. The SG discussed issues related to the review and up-date of the Anti-corruption Strategy and Action Plan, the official nomination of Project main counterpart and nomination of Project coordinator within the counterpart institution, as well as planning of activities according to the current institutional needs and priorities.
The representatives of the Georgian authorities highlighted the fact that future GEPAC activities will take also into account GRECO recommendations (as foreseen in the past) addressed to Georgia, as well as the near ratification of the UNCAC. Therefore, assistance to judicial reform and the implementation of the United Nation’s Convention against Corruption, as well as support to review, update and implement the Anti-corruption Strategy and Action Plan should continue to remain the main components of f this project.
The meeting brought together representatives of the main partner institutions of the project (State Chancellery, Ministry of Interior, Ministry of Justice and Prosecutor's Office), the Embassy of the Netherlands and the Council of Europe. 


Round Table Discussion on conducting Surveys on Corruption

[23 July, Strasbourg] Within the frameworks of the projects "Support to the Anti-corruption Strategy of Azerbaijan (AZPAC)" and "Support to the Anti-corruption Strategy of Georgia (GEPAC)" a joint round table discussion on conducting surveys on corruption was organised in Baku on 16 and 17 July 2008. The meeting aimed at presenting different methodologies, best practices and also provided discussion on specific countries' needs.
Two different questionnaires aimed at assessing the quality of public services in Georgia were reviewed and up-dated in accordance with the current country needs.

Training on the implementation of the amendments on the Criminal Code of Georgia related to the liability of legal persons

[4 July, Strasbourg] The Council of Europe organised, within the framework of the Project 'Support to the Anti-corruption Strategy of Georgia, a training for prosecutors on the implementation of the amendments on the Criminal Code of Georgia related to the liability of legal persons. These amendments has entered into force on 11 April 2008, following the recommendations addressed to Georgia by the Group of States against Corruption (GRECO) in its Second Evaluation Report. The meeting took place at the Training Centre of the Prosecutor's Office on 8 July 2008.
