JP Minorities in South East Europe - Advisory Board

Advisory Board of the JP “Promoting Human Rights and Minority Protection in South East Europe”

Mission, composition and functioning

Having regard to:

- the complexity of the project and to the need to involve various Council of Europe services;
- the fact that the project activities are based on the results of the relevant CoE monitoring mechanisms,
- the political sensitivity of the issue,
- the requirements of the EU partners

an Advisory Board is set up in order to advise on the content of the project.


a) To advise on the experts with recognised expertise in the field of minority protection, to serve as project experts and/or local project officers;

b) to advise on the relevant institutional and legislative framework in the beneficiary countries;

c) to provide the main conclusions of the monitoring reports on minority rights in the beneficiary countries;

d) to advise on relevant interlocutors in the region;

e) on the basis of these conclusions, to propose appropriate activities in the following fields:

- capacity building of the specialised bodies in charge of minority protection;

- improving co-operation and co-ordination between the specialised bodies within each beneficiary countries;

- improving regional co-operation through establishment of a regional network of the specialised bodies;

- awareness-raising activities;

f) to approve the proposed project activities;

g) to keep the Project Team updated on all information that may be relevant for the project;
