General report

Jan Truszczynski: INGOs provided with a signicant contribution to the Warsaw Summit
Addressing the Extraordinary INGOs meeting in Warsaw, Jan Truszczynski, Deputy Minister for Foreign Affairs of Poland, stated ''The Committee of Ministers is determined to take advantage of the impetus created by the pre-Summit reflection process to create strong, dynamic and rejuvenated Council of Europe. Concerted action by all our partners, and, in particular, by the INGO's enjoying participatory status with the Organisation, will help the Council of Europe to achieve this aim, for the benefit of millions of Europeans''.

Terry Davis: ''NGOs support is crucial for the success of the Council of Europe action''
''I expect NGOs to be specifically mentioned as partners in the Action Plan. Indeed, NGOs will be indispensable for translating into reality much of what this Action Plan sets out, in particular as concerns action in the field, the implementation of standards and performance assessment or monitoring'', stated Terry Davis, opening the INGO's conference. The Action Plan should be adopted by Heads of State and Government on 16 May.
