Justice and the rule of law are two of the Council of Europe's main concerns. Over the years, it has dealt with these issues in various ways, through its intergovernmental activities in the legal field and its Conferences of Specialised Ministers. 27th Conference of European Ministers of Justice: At the end of their conference which took place in Yerevan, Armenia on 12 and 13 October, the Ministers of Justice of the 46 member states of the Council of Europe recommended taking measures to improve assistance to victims, in particular to reduce the risks of lengthy administrative procedures and red tape, and to facilitate their rehabilitation and compensation for the damage suffered. During the conference a number of Council of Europe treaties were signed or ratified by several member states. Final press release 13/10/06
