Justice and the rule of law are two of the Council of Europe's main concerns. Over the years, it has dealt with these issues in various ways, through its intergovernmental activities in the legal field and its Conferences of Specialised Ministers.

At the end of their conference which took place in Yerevan, Armenia on 12 and 13 October, the Ministers of Justice of the 46 member states of the Council of Europe recommended taking measures to improve assistance to victims, in particular to reduce the risks of lengthy administrative procedures and red tape, and to facilitate their rehabilitation and compensation for the damage suffered. During the conference a number of Council of Europe treaties were signed or ratified by several member states.

Adopted by the Committee of Ministers in 2006 this resolution reflects the specific needs of crime victims. Council of Europe Publication: Victims support and assistance (2006) Since the 1980s, the Council of Europe has integrated the victims' perspective in its work in this field and has produced and updated a set of legal instruments to assist states in dealing with victims' needs. This book brings together these standards and is intended to provide a handy, comprehensive reference document. Publication link
