A new notion of media?    

The continuous evolution in the information society, the convergence of media and emergence of non-traditional actors raise new questions with regard to democracy and human rights. The first Conference of Ministers responsible for Media and New Communication Services will establish the work programme for the Council of Europe to tackle these developments in the coming years.

Participants will try to define what can be called media nowadays, explore how we can approach digital media and media-like activities, as well as the opportunities and risks posed to privacy, freedom of expression and information.

The Steering Committee on the Media and New Communication Services (CDMC) has already carried out comprehensive work on media concentration and pluralism, promotion of tolerance, new communication technologies, and the role of public service media. Given the latest technological advancements, the Reykjavik conference will further explore new media strengths and weaknesses.

29 May 2009, Reykjavik, Media and the Internet: Council of Europe's future work mapped out
Ministers and representatives from the 47 member states adopted an Action Plan that outlines the direction of the organisation’s future work on media and the Internet. In a political declaration adopted at the 1st Council of Europe Conference of Ministers Responsible for Media and New Communication Services, they stated that the Council of Europe should explore the notion of media and, if necessary, review the concept itself, establishing criteria for distinguishing media or media-like services from new forms of personal communication.
