Congress presents an Information Report on local by-elections in Armenia  [20/10/2016]

The Chamber of Local Authorities of the Congress debated on Thursday 20 October 2016 an Information Report on the assessment of local by-elections held on 18 September 2016 in Armenia. This vote was the first one organised after the July 2016 hostage crises at a police station in Yerevan and after the Prime Minister resigned in early September. Despite the adoption of a new Electoral Code in 2016 further to the 2015 Constitutional reform in Armenia, the local by-elections held on 18 September 2016 were governed by the 2011 Electoral Code. This has led to some uncertainties with regard to the legal framework and �had inevitable repercussions related to the general atmosphere in which these elections took place�, stated the Congress� Rapporteur Liisa Ansala (Finland, ILDG). In general, the teams deployed on Election Day found that the elections were technically well-prepared and overall in line with international standards. At the same time, Mrs Ansala underlined a very low level of political competition for these elections with many candidates withdrawing in the course of the campaign. �As a consequence, there was low public interest�, the Rapporteur regretted.

Le Congr�s pr�sente un rapport d'information sur les �lections partielles locales en Arm�nie  [20/10/2016]

La Chambre des pouvoirs locaux du Congr�s a d�battu, le jeudi 20 octobre 2016, un rapport d'information relatif � l��valuation des �lections locales partielles qui se sont tenues le 18 Septembre 2016 en Arm�nie. Ce vote �tait le premier organis� en Arm�nie apr�s la prise d'otages qui a eu lieu dans un poste de police � Erevan en juillet 2016 et apr�s la d�mission du premier ministre d�but septembre. Malgr� l'adoption d'un nouveau Code �lectoral en 2016 suite la r�forme constitutionnelle de 2015 en Arm�nie, les �lections locales organis�es le 18 septembre 2016 �taient r�gies par le Code �lectoral de 2011. Ce qui a men� � certaines incertitudes en ce qui concerne le cadre juridique et � a cr�� des r�percussions in�vitables sur l'atmosph�re g�n�rale dans laquelle ces �lections ont eu lieu�, a d�clar� la Rapporteure du Congr�s, Liisa Ansala (Finlande, GILD). De mani�re g�n�rale, les �quipes d�ploy�es le jour du scrutin ont constat� que les �lections ont �t� techniquement bien pr�par�es et globalement conformes aux normes internationales. La chef de la d�l�gation a �galement soulign� un tr�s faible niveau de comp�tition politique pour ces �lections, avec de nombreux retraits de candidats en cours de campagne. � En cons�quence, il y avait peu d'int�r�t public�, a regrett� la Rapporteure.
